REVISIONS AND OMISSIONS TO THE AGENDA <br />Janice Stern advised that there were no revisions or omissions to the Agenda. <br />5. CONSENT CALENDAR <br />Consent Calendar items are considered routine and will be enacted, approved, or <br />adopted by one motion unless a request for removal for discussion or <br />explanation is received from the Planning Commission or a member of the public <br />by submitting a speaker card for that item. <br />a. P14 -0011 and PUD -101, MidPen Housing <br />Applications for General Plan Amendment and Planned Unit <br />Development (PUD) Rezoning and Development Plan approval to demolish <br />the 90 existing senior apartments at Pleasanton Gardens and Kottinger Place <br />and to construct a 185 -unit senior apartment project (Kottinger Gardens) on <br />an approximately 6.43 -acre site located at 240 and 251 Kottinger Drive, 4138 <br />Vineyard Avenue, and 4133 Regalia Court. Zoning for the properties is <br />RM -2,500 and RM -4,000 (Multi - Family Residential) Districts and <br />R -1 -6,500 (One - Family Residential) District. <br />Also consider the Mitigated Negative Declaration prepared for the project. <br />Commissioner Pearce moved to find that the project would not have a significant <br />effect on the environment; to make the PUD findings for the proposed <br />Development Plan as listed in the staff report; and to recommend approval to the <br />City Council of: (1) the Mitigated Negative Declaration as shown in Exhibit E of <br />the staff report; (2) Case P14 -0011, the General Plan Amendment; and <br />(3) Case PUD -101, the PUD Rezoning and Development Plan for the project, <br />subject to the Conditions of Approval as listed in Exhibit A of the staff report. <br />PLANNING COMMISSION MINUTES, April 23, 2014 Page 2 of 27 <br />
