Commissioner Ritter noted that that is what is being proposed with this Preferred Plan, <br />and parts of each of these Options can be extracted to cover everything. He asked why <br />the Commission cannot approve what is being proposed. <br />Commissioner O'Connor stated that the reason he would like to do it that way is so that <br />when the Commission gets all those pieces back and becomes the Preferred Plan, the <br />Commission might have the option to reuse some of the units; or if one of these <br />Preferred Plans came out and there was excess profitability or feasibility, the industrial <br />site could potentially be eliminated. He indicated that he does not know what that <br />profitability brings to the total, but it is outside the Urban Growth Boundary right now. <br />He added that he would like to have that as an option when the Commission looks at <br />what the feasibility of the whole Plan is. <br />Chair Pearce stated that she thinks Mr. Dolan's suggestion makes a lot of sense and <br />that she is much more comfortable doing that than adding another Option /Alternative to <br />look at. She indicated that she sees where Commissioner O'Connor is going but she <br />would rather go in this direction than add another Alternative now. <br />Commissioner Allen stated that she is comfortable with that. <br />Chair Pearce summarized that the Planning Commission is comfortable at this point <br />with accepting the Task Force's Preferred Plan while adding another option with the <br />1,430 units. She asked the Commissioners if they are comfortable with that. <br />Commissioners O'Connor and Allen said yes. <br />Commissioner Posson asked Chair Pearce if she is saying the Preferred Plan plus the <br />Alternative. <br />Chair Pearce said yes. <br />Commissioner Posson indicated that a number of Alternatives have already been <br />identified. <br />Chair Pearce agreed, but the Commission is adding one other Alternative which has not <br />been included, which is the 1,430 units. She noted that there are more Alternatives <br />now. She asked Mr. Dolan if the Commission needs to vote. <br />Mr. Dolan replied that he would like a vote. <br />Commissioner Posson moved to recommend that the Preferred Plan, with the <br />addition of Option 5 (1,430 total housing units), be analyzed in the Environmental <br />Impact Report and to give strong consideration to a Preferred Plan if subsequent <br />analysis indicates that a reduced Plan is financially feasible. <br />Commissioner Ritter seconded the motion. <br />PLANNING COMMISSION MINUTES, September 25, 2013 Page 44 of 45 <br />
