Chair Blank suggested that staff can just do an over - the - counter approval for everything <br />but the halo illumination. <br />Ms. Stern indicated that the staff report includes an exhibit with conditions which allow for <br />an alternative as well, so staff can approve it. <br />Mr. Dolan stated it would be best if the Commission articulates the outcome it wants. He <br />noted that his understanding of it right now with the consensus seems to be that the <br />applicant can have all the exceptions they have requested except for the illumination. <br />Commissioner O'Connor inquired if the location of the sign on the fagade is still an issue <br />for staff. <br />Mr. Dolan replied that it is an issue, but as big of an issue when compared to the <br />illumination. He noted that the other sign is very clean and just fits nicely architecturally. <br />Commissioner Pearce inquired if it would matter procedurally if the Commission denies or <br />upholds the appeal should the applicants say they really want internal illumination. <br />Ms. Seto said no. She explained that applicants can always appeal the Commission's <br />decision, even if that decision is an approval, if, for example, there are conditions of <br />approval they do not agree with. <br />Chair Blank moved to uphold the appeal of Case P12 -1771, with the sole condition <br />that internal lighting not be permitted and all other exceptions waivable at the <br />discretion of staff. <br />Commissioner O'Connor seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Blank, O'Connor, Pearce, and Posson. <br />NOES: None. <br />ABSTAIN: None. <br />RECUSED: Commissioner Narum. <br />ABSENT: Commissioner Olson. <br />Resolution No. PC- 2013 -24 upholding the appeal of Case P12 -1771 was entered and <br />adopted as motioned. <br />Commissioner Narum returned to the dais. <br />7.
