Commissioner Narum referred to Condition No. 22 regarding the removal of the phone <br />booth. She stated that this is one of the few regular phone booths in town and inquired <br />what the reason was for removing it. <br />Ms. Fraser replied that it is just a phone booth with no phone in it. <br />Commissioner Pearce noted that Condition No. 36 talks about the possibility of <br />remediation resulting in the loss of a parking space or a further compromise of the <br />onsite circulation. She inquired if staff anticipates that happening or if the condition is <br />simply precautionary. <br />Ms. Fraser replied that this is a safety patch to let the applicant know that this site is <br />constrained; there is adequate parking for the store and staff does not really want to <br />make any changes that would significantly alter the site. She continued that because <br />there is still no final remediation plan, staff does not know what the actual proposal for <br />the remediation plan is. She indicated that this condition is letting the applicant know <br />that if he will come back with a plan that changes the site in a significant way, staff <br />might need to take the project back to the Commission. She added that, for example, if <br />a parking space needs to be removed to have some equipment, the size of the store <br />might need to be reduced. <br />Commissioner Narum stated that she keeps hearing that this traffic circulation is less <br />than ideal and she would like to know what would make it more ideal or what Mike <br />Tassano, City Traffic Engineer, sees as the issues that cause that statement to be <br />made. <br />Mr. Tassano stated that, as Mr. Dolan had pointed out earlier, there is a one -way <br />circulation around the site, and vehicles fueling for gas do not park completely under the <br />canopy; they extend a little bit farther out, which then reduces the aisle width to eight or <br />nine feet. He noted that it is less than ideal because if there is a car parked and another <br />car fueling, there is not enough room to get through, and the most aggressive person <br />wins. <br />Mr. Tassano continued that the truck circulation is sufficient for the gas truck to get in <br />and out. With respect to parking, he indicated that a lot of times at locations like this, <br />people will park at the fuel station and then go into the store, so potentially not all the <br />parking spaces will be used. He added that the circulation becomes much more <br />impacted depending on which parallel parking spaces are used, making it less than <br />ideal. <br />Commissioner O'Connor inquired if there is a condition that the employee will not use <br />one of the main parking spaces right in front of the building. <br />Ms. Stern said no. <br />PLANNING COMMISSION MINUTES, March 27, 2013 Page 5 of 48 <br />
