Commissioner Posson further noted that Condition No. 64 indicates installing a <br />minimum of one appliance or system in each apartment unit that meets Energy Star <br />standards and inquired why not have all appliances meet Energy Star standards. <br />Mr. Regonini replied that some appliances actually do not come with an Energy Star <br />rating, for example, a gas range. He indicated that he believes only electrical <br />appliances have Energy Star rating, and therefore, when looking at an Energy Star <br />kitchen, not every single appliance actually has that rating; it would just be some key <br />appliances, typically the dishwasher and a refrigerator. <br />Commissioner Posson inquired if they would be willing to accept a condition that Energy <br />Star appliances would be installed if available. <br />Mr. Regonini replied that he thinks that would be appropriate. <br />With respect to Condition No. 71 regarding sub - metering each retail tenant space for <br />sewer billing purposes, Commissioner Posson inquired if this has to do with the water <br />supply. <br />Mr. Regonini replied that was correct. <br />Commissioner Posson stated that the reason he is raising this question is because the <br />water supply is getting tight in town and will get even tighter, and he is wondering what <br />incentive retail tenants would have to conserve water if they were not paying for it or <br />there was no method of measuring their usage. <br />Mr. Regonini replied that a sub -meter system does allow for billing and payment. He <br />indicated that they have not yet worked out with the Zone 7 Water District what the <br />exact distribution to each of those individual retail spaces would look like. He noted <br />that, clearly, their preference would be to look at a restaurant or some type of food <br />users having their own separate water connection because they are the heaviest of the <br />water users and they are the ones that generate sewer that needs to be charged at a <br />higher rate. He added that they would typically want to be able to break those out and <br />have them account for their own use. <br />Commissioner Posson inquired what incentives residential tenants would have to <br />conserve water. <br />Mr. Regonini replied that the standard today in most apartment communities is to have <br />sub - meters and be billed through the apartment management for the actual water that <br />they use. He added that these sub - meters tend to be wireless that are read once a <br />month and billed back through to the tenants. <br />Commissioner Posson asked Mr. Regonini if it would be acceptable to them if they were <br />required to install sub - meters for residential tenants. <br />PLANNING COMMISSION MINUTES, March 27, 2013 Page 35 of 48 <br />
