Acting Chair Blank noted that Mr. Schroeder had specifically mentioned a homeowner <br />association and stated that he wants to make sure Mr. Schroeder is not talking about a <br />maintenance association, which is a lot different. <br />Mr. Schroeder replied that if there is common property, there needs to be a <br />homeowners association. <br />Acting Chair Blank commented that he thought a maintenance association could alsc <br />serve that purpose. He then asked Mr. Schroeder what he speculates the properties <br />would sell for. <br />Mr. Schroeder replied that in today's market and just off the top of his head, it would <br />probably be in the low to mid- $700,000's. He added that it is going to take a while from <br />where they are right now to actually bring this property to the market, and he does not <br />know what the market is going to be like then. <br />Acting Chair Blank inquired how long it would take. <br />Mr. Schroeder replied that it would depend on the Planning Commission and the City <br />Council. <br />Acting Chair Blank asked how long it would take after he gets a final approval <br />Mr. Schroeder replied that should the project is approved before the middle of 2013, it <br />would be winter by the time they complete designing the plans and getting through plan <br />check and everything else, so realistically, they would be starting the demolition and <br />grading in the Spring of 2014. <br />Commissioner O'Connor noted that this site is located in a sensitive area of Historic <br />Downtown and inquired about the design of the homes and the materials to be used <br />He stated that at final project submission, he would like to get better drawings that <br />would make the project look like it is more of a historic area as opposed to using too <br />much stucco or the wrong type of stucco on a craftsman -style home. He indicated that <br />a lot of craftsman homes have a lot of stucco but they also have other architectural <br />design elements that make them look a little more unique. He noted that some of the <br />actual drawings display false rocks that stack very evenly, which make it look more like <br />a newer development as opposed to a historic development. He asked Mr. Schroeder if <br />he is open to having some different materials but would not drive costs up more than <br />they already are. <br />Mr. Schroeder said they are certainly open to alternative materials and variations in <br />elevations. He indicated that he has a project architect who has knowledge of these <br />items and will be in shortly. He noted that the architect did consult the Downtown <br />Specific Plan Guidelines in looking to develop the elevations, and so those materials are <br />an attempt to create the type of elevations and character, using materials that are in <br />PLANNING COMMISSION MINUTES, November 28, 2012 Page 10 of 38 <br />
