Commissioner Narum stated that there were a couple of speakers who asked questions <br />and inquired if those have been addressed. She indicated that the Commission usually <br />asks staff to respond so it is on the record. <br />Mr. Dolan stated that this document was just called "Guidelines" and it has evolved into <br />something that could be called "Policy" or a number of things, but clearly the intent is that <br />they are recommendations that will result in the adoption of new amendments to the <br />zoning ordinance in some way and possibly some other ordinances, and they will be <br />enforced as law once they are adopted. <br />Chair Pentin asked staff if tney recall the other questions. He stated that he thought a lot <br />of it got brought up and discussed but he does not specifically remember. <br />Ms. Ott replied that staff will look at their notes and the Minutes and will ensure that <br />those questions that were not covered in tonight's meeting are addressed. <br />No action was taken <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br />Code Enforcement for Police Officers <br />Commissioner Blank noted that a while back, the Commission talked about Code <br />enforcement and the possibility of giving law enforcement access to documents, such <br />as Conditional Use Permits terms and conditions of approvals, so they have a way of <br />verifying whe':ner something businesses or customers frequenting these businesses are <br />doing outside of the City's business hours are allowed or not. He inquired if staff has <br />had the opportunity to look at that. <br />Commissioner Narum stated that she actually brought it up when she rode with a Police <br />Officer to Club Neo, and the Officer was talking about how they were finally scanning all <br />these different use permits with different conditions and having them on the computer in <br />the police car. <br />Commissioner Blank inquired if that has, in fact, happened with all the CUP's that the <br />Commission has granted. He added that this was just a status question and that he <br />does not need an answer tonight. <br />Mr. Dolan replied that he is not certain if that has been completed or not but that staff <br />would look into it. <br />Commissioner Blank stated that he was going to request that this item be agendized but <br />inquired if staff could just get back to the Commission with a progress report. He noted <br />that he believes this would be very nelpful for Police Officers as they would be able to <br />verify quickly whether something they think may be a violation is indeed one. <br />PLANNING COMMISSION MINUTES, September 12, 2012 Page 33 of 35 <br />
