PUD -86, James Tong <br />Work Session to review and receive comments on applications for General <br />Plan Amendment and Planned Unit Development (PUD) rezoning and <br />development plan to construct 10 custom homes and related <br />improvements on the approximately 562 -acre Lin property located at <br />1400 Hearst Drive, generally located east of the present terminus of Hearst <br />Drive. Zoning for the property is Planned Unit Development -Rural Density <br />Residential /Open Space (PUD- RDR/OS) District. <br />Commissioner Blank recused himself due to a conflict of interest because he lives in <br />close proximity to the project site. He added that he would defer to his colleague, <br />Commissioner Pearce, to report on the Historic Preservation Task Force to the <br />Commission later this evening. <br />Steve Otto presented the staff report and described the site, layout, scope, and key <br />elements of the proposed project. <br />Commissioner Narum asked Mr. Otto to go back to the slide showing the two differing <br />measurements of the height of the houses and inquired if either measurement could be <br />used on the height measurement diagram. <br />Mr. Otto said yes. He explained that it would be a 30 -foot height, and if the house were <br />stepped, it would not be measured from the lowest to the highest point of the structure, <br />but the lower part of the house would be measured, and then the upper part of the <br />house, independently of each other in terms of height. <br />Commissioner Narum inquired if staff would not be concerned about the measurement <br />on the left in terms of the view impact. <br />Mr. Otto replied that it would depend on which part of the house is being looked at: if <br />the view of the house was coming from the right side of the diagram, there would <br />potentially be a larger height; but there is a benefit in having that allowance for <br />PLANNING COMMISSION MINUTES, March 28, 2012 Page 5 of 33 <br />
