Ordinance No. <br /> Page 2 <br /> rate, or upon an estimate of the consumption based upon the <br /> consumer's prior use during the same season of the year if <br /> conditions were unchanged, or upon an estimate based upon a <br /> reasonable comparison with the use of other consumers during <br /> the same period, receiving the same class of service under <br /> similar circumstances and conditions. <br /> 4. Leaks. The city manager may implement an administrative <br /> policy for utility bill adjustments after a consumer repairs a water <br /> leak which was not readily discernable and is beyond the control <br /> of the consumer. <br /> 5. General. When it is found that the error in a meter is due to <br /> some cause, the date of which can be fixed, the overcharge or <br /> the undercharge will be computed back to, but not beyond, such <br /> date. <br /> Section 3. A summary of this ordinance shall be published once within <br /> fifteen (15) days after its adoption in "The Valley Times," a newspaper of general <br /> circulation published in the City of Pleasanton, and the complete ordinance shall be <br /> posted for fifteen (15) days in the City Clerk's office within fifteen (15) days after its <br /> adoption. <br /> Section 4. This ordinance shall be effective thirty (30) days after its passage <br /> and adoption. <br /> The foregoing Ordinance was introduced at a regular meeting of the City Council <br /> of the City of Pleasanton on August 15, 2017 by the following vote. <br /> Ayes: <br /> Noes: <br /> Absent: <br /> Abstain: <br /> Jerry Thorne, Mayor <br /> ATTEST: <br /> Karen Diaz, City Clerk <br /> APPROVED AS TO FORM: <br /> Daniel G.
