BACKGROUND <br /> The City of Pleasanton requires all development to mitigate traffic impacts generated by <br /> their projects. When the City receives a development proposal, the development is <br /> checked to see if matches the development size and type identified in the General Plan <br /> and the Traffic Impact Fee Report. If the project matches, the developer is not normally <br /> required to conduct a traffic impact analysis. If the development significantly changes <br /> the size or type of development from that which is shown in the General Plan or the <br /> Traffic Impact Fee Report, then the project developer is required to fund a traffic impact <br /> analysis (TIA) to determine the change in impact to the circulation network and possible <br /> additional mitigations required. <br /> The City of Pleasanton has used on-call transportation consultants for the past 20 years <br /> to conduct traffic modeling and complete TIA reports. The TIA is funded by the <br /> developer, but the contract management is conducted by the City of Pleasanton. This <br /> allows the City to work directly with the transportation consultant to ensure that all of the <br /> elements of the TIA are addressed prior to the final report. <br /> DISCUSSION <br /> The cost of a traffic impact analysis can range between $5,000 and $100,000 <br /> (depending on the size of the project) with most traffic impact analysis reports costing <br /> approximately $30,000. Over the past 11 years the total contract amount for on-call <br /> transportation consultant work has averaged just less than $200,000 per year. The <br /> majority of this work was in the completion of TIAs and City related on-call <br /> transportation consultant service. <br /> The on-call transportation consultant services agreements allow for improved project <br /> delivery time by eliminating the need to advertise and authorize each TIA. The <br /> elimination of these steps reduces the final report delivery time by up to two months. <br /> This allows developers to complete their development review in a more timely fashion. <br /> It is anticipated that a similar or slightly larger number of development projects will be <br /> brought to the City of Pleasanton in the next several years. The approval of the on-call <br /> consultant contracts allows for greater flexibility in meeting developer timelines and <br /> maintains the competitive bidding process for each project (each TIA request for <br /> proposal will be sent to the three consultants for cost estimate and timeline). <br /> City staff advertised a Request for Proposal for the on-call transportation consultant <br /> services April of 2017. Staff received six proposals from qualified consultants. <br /> Hexagon, TJKM and Fehr and Peers provided the best proposals. The consultants' <br /> references have been contacted and all provided favorable opinions and <br /> recommendations. All three of the consultants have worked for the City of Pleasanton <br /> on projects with excellent track records for services provided. <br /> Page 2 of 3 <br />
