THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON. <br /> August 15, 2017 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: APPROVE CONSULTANT AGREEMENTS WITH HEXAGON <br /> TRANSPORTATION CONSULTANTS, INC., TJKM, AND FEHR & PEERS <br /> FOR THE NOT-TO-EXCEED AMOUNT OF $500,000 (AGGREGATE) FOR <br /> ON-CALL TRANSPORTATION CONSULTANT SERVICES <br /> SUMMARY <br /> The City of Pleasanton requires new development to mitigate traffic impacts generated <br /> by their projects. A project developer is required to fund a traffic impact analysis (TIA) <br /> to determine the development's impact on the network. The analysis is managed by <br /> City staff. The professional services agreements for on-call transportation consultant <br /> services allow for more efficient project completion by eliminating the need to advertise <br /> the TIA project and seek individual contract approval. The agreements will be for <br /> services between August 16, 2017 and June 30, 2020, for an aggregate total contract <br /> amount not-to-exceed $500,000 over the three year period. Although the recommended <br /> aggregate not-to-exceed amount is $500,000 over three years, there is no guaranteed <br /> amount of work to any of the three firms, and there is no guarantee that the $500,000 <br /> amount will be expended over the contract period. The majority of this contract work <br /> will be paid for by the developers. <br /> RECOMMENDATION <br /> 1. Approve professional services contracts with Hexagon Transportation Consultants, <br /> Inc., TJKM, and Fehr & Peers to provide on-call transportation consultant services <br /> for the not-to-exceed, aggregate amount of$500,000. <br /> 2. Authorize the City Manager to execute the attached contract. <br /> FINANCIAL STATEMENT <br /> The on-call transportation consultant services agreements will be funded primarily by <br /> developers as TIA studies become necessary. It is anticipated that the on-call services <br /> will be used for City of Pleasanton projects on occasion, and this work will be funded <br /> through Traffic Engineering's professional services account. <br />
