BACKGROUND <br /> After a decade of planning efforts, the Alviso Adobe Community Park was opened in <br /> October 2008. The Alviso Adobe Community Park is a unique historical asset in the Tri- <br /> Valley region. The Francisco Solano Alviso Adobe House built in 1854 is registered as a <br /> California historical landmark. The Park serves both as a historical and environmental <br /> resource, offering interpretive and interactive programs to City of Pleasanton residents <br /> and visitors. <br /> Since 2008, the City has offered numerous historical, cultural and environmental <br /> education programs, as well as special events and school tours. Even after more than <br /> 5 years of this intensive programming effort, the City received feedback that the site <br /> was underutilized and needed additional site improvements and resources to reach its <br /> full potential. This feedback was also echoed during both the City's Parks and <br /> Recreation Master Plan and Cultural Plan Update processes. <br /> To address this situation, on June 4, 2013, the City Council modified and approved its <br /> Annual Work Plan to include the development of a strategic plan to address the short- <br /> term and long-term needs of the Alviso Adobe Community Park. The strategic plan's <br /> purpose was to reaffirm or modify the City's existing approach to programming the <br /> facility, as well as the vision, mission, and guiding principles for the Alviso Adobe <br /> Community Park. <br /> Between June 2013 and July 2015 a multitude of meetings were held including staff <br /> meetings, task force meetings, community workshops, as well as a survey of the <br /> community was implemented. All of this data collection led to the development and <br /> creation of the Alviso Adobe Strategic Plan. <br /> On July 21, 2015 the City Council approved the Alviso Adobe Community Park Strategic <br /> Plan and also directed staff to begin the development of an Implementation Plan. Since <br /> then, staff and the Alviso Adobe Strategic Plan Task Force have met and developed an <br /> Implementation Plan. The purpose of the Implementation Plan is to identify tasks that <br /> are related to each strategy listed in the Strategic Plan. The Implementation Plan also <br /> indicates the resources that are needed, and the priority and timeframe projected to <br /> complete each task. <br /> DISCUSSION <br /> City staff has worked to create an implementation plan that incorporated as many items <br /> as possible that were discussed during the Strategic Planning process. Each identified <br /> strategy in the Strategic Plan contains multiple key implementation tasks. These tasks <br /> range in priority, resources needed and timeframe. Where possible, staff included the <br /> projected project costs and available funding sources (Attachment 1). <br /> Staff met with the Task Force in September 2016 to review a draft of the <br /> Implementation Plan. The feedback received from that meeting and emails were then <br /> used to create a final draft of the Implementation Plan. <br /> On May 25, 2017, the Parks and Recreation Commission reviewed the Implementation <br /> Plan and recommended the approval by the City Council with the following changes: <br /> Page 2 of 3 <br />
