Overlay (OL): This construction method involves grinding the edges of the existing pavement, and placing a new surface course of 1.5-inches or 1.75-inches of new asphalt concrete over the top of the existing pavement. Grinding the edges is necessary to conform the new overlay with the existing curb and gutter. Overlay with Fabric (OL/F): This construction method involves grinding the edges of the existing pavement, and placing a layer of pavement fabric on the pavement prior to applying a new surface course of 1.5-inches or 1.75-inches of new asphalt concrete over the top of the existing pavement. The pavement fabric is needed when the existing pavement has cracking that is only in the surface layer caused by heating and cooling cycles. The fabric "bridges" the cracks and does not allow them to propagate through the new asphalt overlay, known as reflective cracking Pavement Milling and Overlay (Mill/OL): This construction method involves the removal of the existing asphalt concrete surface layer of the entire street surface by grinding, then an application of a new layer of 1.75-inches of new asphalt concrete over the street surface. The milling or grinding of the entire street surface is necessary on streets where performing an overlay would increase the cross slopes, particularly along the parking lane, to an unsatisfactory level. Pavement Milling and Filling (Mill/Fill): This construction method involves the removal of the existing asphalt concrete layer and base material by grinding, then an application of a new layer of 3-inch or 5-inch structural asphalt concrete. This method of repair is used on streets where the existing pavement surface is so distressed that it must be completely removed down to the aggregate base prior to street reconstruction.
