MINUTES of THE MEETING of THE CITY COUNCIL Pleasanton, California February 14, 1966 THE CITY COUNCIL met in Regular Session at 7:30 P.M. on the above date with Mayor Long presiding. ROLL CALL by the City Clerk evidenced the following attendance: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long were present. Mr. Fales, City Manager; Mr. Struthers, City Attorney; Mr. Campbell, City Engineer; and Mrs. Woodward, City Clerk; were present. PLEDGE OF ALLEGIANCE TO THE FLAG was led by Mayor Long. APPROVAL OF MINUTES It was moved by Councilman McWilliams and seconded by Councilman Gerton that the minutes of January 3rd, 17th, 24th, and 31st be approved as presented and the cor- rection in the minutes of January 10th be further corrected. The roll call vote was as follows: AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long NOES: None ABSENT: None Mr. Fales stated that he would present the correction in the January 10th minutes at the meeting of February 21st for approval. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE COUNCIL No one addressed the Chair. PUBLIC HEARINGS were not scheduled for this meeting. REPORTS OF BOARDS AND COMMISSIONS were not presented at this meeting. APPEAL OF HARVEY DAVIES FROM ADMINISTRATIVE DECISION REGARDING TAXICAB PERMIT Mr. Fales reviewed the past action on the above matter. After considerable dis- cussion it was decided to amend Ordinance No. 213 to remove the responsibility placed upon Chief of Police and place it at City Council level. It was moved by Councilman Harding and seconded by Councilman Gerton that the appeal of Mr. Harvey Davies be denied and Ordinance No. 213 be amended changing the responsibility from the Chief of Police to the City Council. The roll call vote was as follows: AYES: Councilmen Gerton, Harding, McWilliams and Mayor Long NOES: None ABSENT: None ABSTAINED: Councilman Bubics REPORTS OF THE CITY MANAGER C. M. Report No. 67; Proposed Sewer Connection Ordinance Mr. Fales reviewed the proposed Sewer Connection Fee Ordinance. Mayor Long asked that a Study Session on this matter be scheduled. Proposed Uniform Sewer Ordinance Mr. Fales explained the changes in the proposed Uniform Sewer Ordinance. Councilman McWilliams introduced Ordinance No. 442, Uniform Sewer Ordinance. It was moved by Councilman Gerton and seconded by Councilman Bubics that the reading of Ordinance No. 442 be waived. The roll call vote was as follows: AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long NOES: None ABSENT: None Proposed Ordinance Regulating Palmistry and Similar Activities Mr. Fales read the proposed ordinance regulating Palmistry and Similar Activities. After considerable discussion regarding this matter, Councilman Gerton intro- duced Ordinance No. 443, Prohibiting Palmistry and Similar Activities in the City of Pleasanton . It was moved by Councilman McWilliams and seconded by Councilman Harding that the reading of Ordinance No. 443, be waived. The roll call vote was as follows: AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long NOES: None ABSENT: None
