MINUTES <br />of <br />THE MEETING <br />of <br />THE CITY COUNCIL <br />Pleasanton, California. <br />February 7, 1966 <br />THE CITY COUNCIL met in Adjourned Regular session at 7:30 P.M. on the above date <br />with Mayor Long presiding. <br />ROLL CALL by the City Clerk Pro -Tem evidenced the following attendence: Councilmen <br />Bubics, Gerton, Harding, McWilliams, and Mayor Long were present. Mr. Fales, City <br />Manager; Mr. Struthers, City Attorney; Mr. Campbell, City Engineer; and Mr. Edgar, <br />City ClerkPro -Tem; were present. Mrs. Woodward, City Clerk, was absent. <br />PLEDGE OF ALLEGIANCE TO THE FLAG was led by Mayor Long. <br />MEET /NG OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE COUNCIL <br />No one addressed the Chair <br />PUBLIC HEARINGS <br />Application of Wm. T. Marsh, 29 Castledown Roadx Pleasanton, for an amendment to <br />Ord. No. 309 rezoning, approximately 2k acres of cu arty located south of Kottinger <br />Ave., east of Second St., west of Del Sol Ave., and north of Neal St., from the R -1 <br />to the RG -15 District <br />Mayor Long declared the Public Hearing on the above matter open. <br />Mr. Fales read the staff report dated January 14, 1966, on the above matter which <br />outlined the background of the application and the amendment to the original appli- <br />cation changing the requested rezoning from R -2 to RG -15. He stated that after dis- <br />cussion of the matter, the Commission took action recommending to the City Council <br />that the subject property be zoned from R -1 to R -2. <br />The City Clerk Pro -Tem reported that there had been no written public hearing <br />communications submitted. <br />After some discussion, it was moved by Councilman McWilliams and seconded by <br />Councilman Bubics that the public hearing be closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />Mayor Long indicated that he felt that the density in the area would be too high <br />if this request were approved, and that the traffic problems created by such a <br />situation would be too serious to warrent the approval of the application. <br />Mr. Lee J. Amaral spoke in behalf of the applicant, stating that the parcel <br />would not be overcrowded with dwelling units, because the intention was to estab- <br />lish dwelling groups on this parcel. <br />Mr. Campbell read the relevent portion of the zoning ordinance regarding dwelling <br />groups. <br />Councilman McWilliams suggested that the applicant continue this matter for a <br />few weeks and submit a sketch of the proposed land use for the parcel in question. <br />Mr. Lee J. Amaral agreed to this suggestion. <br />After considerable discussion it was moved by Councilman Gerton and seconded by <br />Councilman McWilliams that this matter be continued until March 7, 1966. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long <br />NOES: None <br />ABSENT: None <br />REPORTS OF BOARDS AND COMMISSIONS were not scheduled for this meeting. <br />PRESENTATION BY ZONE 7 RE: SPECIAL DRAINAGE AREA 7 -1 <br />Mr. Fales reviewed the background of Zone 7's proposal for the special drainage <br />area and indicated that the reason that the matter was again on the agenda was that <br />the Council had some questions concerning asthetic matters of the proposed channel. <br />Mr. Richard Karn explained that the Zone 7 staff had reviewed the proposal in <br />the light of the Council's comments, and had attempted to save as many trees as <br />possible along the banks of the channel. In addition, he pointed out that the <br />channel would be widened only in those areas that were absolutely necessary. <br />Mr. James Wilson from the Zone 7 staff further explained the proposal by the <br />use of drawings and photographs. <br />
