BACKGROUND <br /> The waterproofing system on the parapet walls is leaking and causing damage to the <br /> building interior. The extent of the building damage is unknown at this time. The damage <br /> that is visible inside the building is limited to a significant number of ceiling tiles being <br /> water stained. There has been no destructive investigation performed to determine if <br /> other damage exists. Destructive investigation could include removal of interior finishes <br /> such as dry wall or tiling. The first step is to find and correct the leaking issue, then <br /> determine what if any further actions are necessary. <br /> DISCUSSION <br /> In November 2015, an RFQ was advertised seeking an architectural firm qualified to <br /> design and prepare biddable construction documents to renovate Fire Station Two and <br /> Three. Fire Station Two is located at the intersection of West Las Positas and Santa Rita <br /> Road. Fire Station Three is next to the Stoneridge Mall. In response to the RFQ, eight <br /> architectural firms (along with their assembled subconsultant teams) submitted their <br /> Statement of Qualifications (SOQs). A selection committee consisting of Kathleen <br /> Yurchak (Director of Operations and Water Utilities), Chris Rizzoli (Support Services <br /> Supervisor), Jeff Peters (Deputy Fire Chief), and Stephen Kirkpatrick (Director of <br /> Engineering/City Engineer) reviewed the SOQs. The selection committee invited the <br /> following four firms to participate in an interview: <br /> ATI Architects Danville, California <br /> Brown Reynolds Watford San Francisco, California <br /> Jeff Katz Architecture Sonoma, California <br /> Mark Albertson Petaluma, California <br /> On January 6, 2016, the consultant selection committee interviewed the four firms and <br /> unanimously chose JKA as the most qualified to assist the City with the project. JKA <br /> worked with the City to evaluate Stations Two and Three to determine if they could be <br /> renovated or needed to be replaced, and prepared cost estimates for budgeting purposes. <br /> A detailed assessment of the two stations was prepared, and the results were used in the <br /> preparation of the 2017/18 and 2018/19 CIP Budget. Both Fire Department personnel <br /> and other City staff have been very satisfied with the work product of JKA. <br /> Since JKA was selected through a competitive RFQ process, and staff has had a good <br /> working experience with JKA, staff is recommending that the agreement to assess the <br /> cause and extent of rainwater leaks in the parapet walls at Fire Station Four and prepare <br /> biddable bid documents for the repair be approved by the City Council. <br /> If the consultant agreement is approved by City Council, JKA is prepared to begin <br /> immediately on the investigation and design process. Staff will then bid the project and <br /> be back before City Council to recommend the award of the construction phase. The goal <br /> is to get the repairs accomplished before the winter 2017 rainy season. If in the design or <br /> the construction phase the damages to the interior of the building are found to be <br /> significant, the repair of those damages will likely be the subject of a future CIP project. <br /> Page 2 of 3 <br />
