BACKGROUND
The City evaluates the state of the playground equipment annually using certified
playground safety inspectors (CPSI)who are on City staff. The CPSIs review the physical
condition and age of the equipment along with safety and accessibility concerns. Based
on the 2016/17 fiscal year evaluation and the available budget, it was determined that
there were three playgrounds that should be replaced — the Harvest Park playground for
5 through 12 years-olds, the Mission Hills park playground for 5 through 12 year-olds,
and the Oakhill Park playground for 2 through 5 year-olds.
The Landscape Architect Division worked with the Parks Division and Community
Services Department on a.Request for Qualifications (RFQ). The RFQ was advertised on
March 21, 2017.
DISCUSSION
The City received proposals on April 12, 2017 from the following three firms:
1. Ross Recreation Equipment Company, Inc.
2. Miracle Playsystems
3. Specified Play Equipment Company
Upon review of the proposals, City staff selected Ross Recreation for the design and
construction of the Harvest Park playground and Miracle Playsystems for the design and
construction of the Mission Hills and Oakhill Park playgrounds.
The City held public meetings at each playground on Saturday April 29, 2017.
Notifications were sent to all residents within 300 feet of the park on April 18. The public
input and designs were presented to the Parks and Recreation Commission meeting on
May 25, 2017. Notifications for the meeting were sent to all residents within 1,000 feet of
the park. Based on the public input, the Parks and Recreation Commission provided a
recommendation to proceed with the designs as proposed with some minor revisions.
Those revisions have been included in the playground design and the purchase orders.
Construction is expected to begin Summer 2017 and be completed by October of this
year.
Submitted by: Reviewed by: Approved by:
/
/ kifj(
Stephen it patrick Tina Olson Nelson Fialho
Director o Engineering Director of Finance City Manager
Attachments:
1.
