DISCUSSION <br /> One Bay Area Grant Application <br /> Beginning in 2012, the MTC began a coordinated call for projects for a program called <br /> One Bay Area Grant. The program combines several smaller grant programs, including <br /> two federal grant programs: the Surface Transportation Program (STP) and the <br /> Congestion Management Air Quality (CMAQ) through which the City has in the past <br /> received funding. The City applied and was granted $832,000 in 2013 from OBAG <br /> Cycle I funds to rehabilitate Valley Avenue & Hopyard Road under CIP project No. <br /> 15526. This project is currently nearing completion. <br /> On November 18, 2015, the MTC adopted the funding and policy for the second round <br /> of the OBAG program, known as OBAG 2 or OBAG (Cycle II). OBAG 2 funding is <br /> projected to total $916 million to fund projects from 2017-18 through 2021-2022. The <br /> City applied for an OBAG 2 grant under the Local Street and Road Maintenance (LSR) <br /> category. To complete the application, and in order for the OBAG-LSR funds to be <br /> programmed, the City is required to adopt a resolution authorizing the application for <br /> funding, committing the necessary local funds, and pledging to complete the project. If <br /> granted, the anticipated City allocation of the OBAG 2 LSR funds is $830,000. <br /> The project identified in the OBAG 2 application will resurface the existing roadway <br /> pavement with a new layer of asphalt concrete on the following five roadway segments <br /> within the City of Pleasanton: <br /> 1. Willow Road from Owens Drive to Gibraltar Drive - 1,387 linear feet; <br /> 2. Hacienda Drive from 1-680 to Gibraltar Drive - 2,850 linear feet <br /> 3. Chabot Drive from Owens Drive to Inglewood Drive - 3,950 linear feet <br /> 4. Gibraltar Drive from Hacienda Drive to Stoneridge Drive - 1,230 linear feet <br /> 5. Owens Drive from Andrews Drive to West Las Positas Boulevard - 640 linear feet <br /> The scope of work includes: repair/upgrades of curb and gutter and curb ramps to meet <br /> ADA standards, isolated base repairs, traffic signal improvements and roadway <br /> restriping. Additionally, Class II bike lanes and bicycle detection equipment will be <br /> installed. <br /> The OBAG 2 project has been programed in the upcoming Capital Improvement <br /> Program under CIP 17508 in fiscal year 2019-20. The estimated cost of the project is <br /> $1,550,000 and will require $720,000 in local funding. The local match is expected to be <br /> available in the 2019/20 unallocated Gas Tax reserve, and will be budgeted for the <br /> project in the Capital Improvement Program when appropriate in the City's budgeting <br /> process. <br /> Surplus Land Act <br /> MTC's Resolution 4202 requires the City to provide a resolution which states that the <br /> City will comply with the Assembly Bill 2135, Surplus Land Act (California Government <br /> Code §54220, et seq.), as it exists now or may be amended in the future. <br /> Page 2 of 3 <br />
