THE CITY OF <br /> - q CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> June 20, 2017 <br /> Engineering <br /> TITLE: ADOPT A RESOLUTION AUTHORIZING THE APPLICATION TO THE <br /> METROPOLITAN TRANSPORTATION COMMISSION FOR ONE BAY <br /> AREA GRANT — CYCLE 2 FUNDING; AND ADOPT A RESOLUTION <br /> AFFIRMING COMPLIANCE WITH ASSEMBLY BILL 2135, SURPLUS <br /> LAND ACT <br /> SUMMARY <br /> An application with the Metropolitan Transportation Commission (MTC) is required for <br /> Pleasanton to obtain $830,000 in One Bay Area Grant (OBAG) Cycle II-LSR funding to <br /> resurface various streets. In order for the funds to be programmed by the MTC, City <br /> Council is requested to adopt the following two resolutions: 1) a resolution authorizing <br /> the filing of the application, committing necessary local funds, and providing a <br /> commitment to MTC that the City will complete the project; and 2) a resolution affirming <br /> that the City is in compliance with Assembly Bill 2135, Surplus Land Act. <br /> RECOMMENDATION <br /> 1. Adopt a resolution authorizing the application to MTC for OBAG Cycle II-LSR <br /> funding and committing the City will provide the required local funds necessary to <br /> receive the OBAG funding. <br /> 2. Adopt a resolution affirming compliance with Assembly Bill 2135. Surplus Land Act. <br /> FINANCIAL STATEMENT <br /> There is no cost associated with the filing of the grant application and affirming <br /> compliance with Assembly Bill 2135 - Surplus Land Act. If granted, a fixed amount of <br /> $830,000 from OBAG Cycle II-LSR funds will be available for local street and road <br /> maintenance in Fiscal Year 2019/20. A minimum local funding match of $95,200 is <br /> required (11.47% minimum match for the $830,000 of federal funds). However the <br /> project identified in this report is expected to cost $1,550,000, and therefore requires a <br /> local match of $720,000. This amount is expected to be available in the Fiscal Year <br /> 2019/20 unallocated Gas Tax reserves, and will be allocated to the project in the City <br /> normal CIP budgeting process. <br />
