this District, the City will be responsible for paying $9,719.62 of maintenance within the <br /> District. <br /> Lighting and Landscape District 1993-1, Windsor <br /> Maintenance in this District includes masonry walls, lighting, trees, shrubbery, <br /> groundcover, and irrigation systems situated on the northeast side of Tapestry Way and <br /> Minton Court, Lot A in the northwest corner of the subdivision, and also Lot C in the <br /> southwest corner of the subdivision. The assessment for the coming year for District <br /> 1993-1 (Windsor) will be the same as last year, $269.62 per parcel per year. With a total <br /> of 90 parcels in the District, this year's total assessment will be $24,265.80. <br /> This amount will not be sufficient to fund the maintenance of all common areas including <br /> water and electrical costs, county assessment fees, city administration fees, or long-term <br /> replacement of plantings, irrigation systems, masonry walls, signage and other district <br /> improvements. The Engineer's Report projects that $5,526.10 will be required from the <br /> reserve fund to cover projected maintenance costs. <br /> Due to the ever-increasing cost of water and maintenance services and because of the <br /> aging plant material and improvements, the cash reserve for the District is minimal. City <br /> staff continues to work closely with the maintenance contractor in order to reduce water <br /> use and to increase the efficiency of landscape maintenance operations, but despite this, <br /> an increase in the annual assessment will be necessary in order to maintain the <br /> maintenance standards of the District. City staff have met with the Windsor at Laguna <br /> Oaks Homeowners Association to discuss increased assessments to meet their <br /> maintenance requirements and are working towards a vote on the increased assessment <br /> before the end of fiscal year 2017/18. <br /> As there are no city-owned parcels within the boundaries of this District, the City will not <br /> be assessed. <br /> Lighting and Landscape District 1993-2, Bonde Ranch <br /> Maintenance in this District includes entry features, open space areas, firebreaks, trees, <br /> shrubbery, groundcover and irrigation systems. The assessment for the coming year for <br /> District 1993-2 (Bonde Ranch) will remain at $257.22 per parcel per year. With a total of <br /> 103 parcels in the District (including one City-owned parcel, the Bonde Ranch water <br /> tank), this year's total assessment will be $26,489.35. <br /> This amount will not be sufficient to fund the maintenance of all common areas including <br /> water costs, county assessment fees, city administration fees, or for the long-term <br /> replacement of plantings, irrigation systems, fencing, tree removal and trimming, and <br /> other district improvements. The Engineer's Report projects that $961.27 will be required <br /> from the reserve fund to cover projected maintenance costs. <br /> The cash reserve for the District has been depleted due to the significant maintenance <br /> costs of the eucalyptus trees along the southwest edge of the Bonde Ranch open space. <br /> In order to address this situation, staff proposes and the Engineer's Report reflects the <br /> Page 3 of 5 <br />
