16. The City's Landscape Architect or his/her designee shall be on-site prior to any <br /> grading, construction activity, pruning, etc. near and/or under any of the trees <br /> within Valley Trails Park. The applicant, project developer, contractor, and/or <br /> responsible party, shall contact the City's Landscape Architecture Division at least <br /> 48 hours in advance of any scheduled work that will occur near, under, and/or on <br /> said trees. Approval by the City's Landscape Architect or his/her designee shall be <br /> obtained prior to commencing such work. <br /> 17. Any proposed pruning of the trees to be retained, as indicated in the Hort Science <br /> Tree Report, dated "February 7, 2017," to accommodate the proposed <br /> development shall be subject to approval by the City Landscape Architect prior to <br /> pruning. Pruning shall be conducted by a certified arborist familiar with the <br /> International Society of Arboriculture pruning guidelines and shall comply with the <br /> guidelines established by the International Society of Arboriculture, Tree Pruning <br /> Guidelines, current edition, to maintain the health of the trees. In addition, the <br /> following tree preservation methods shall be followed for the trees to be preserved: <br /> a. The applicant shall utilize his best efforts to locate any new utility trenches <br /> outside the dripline of the existing trees to be saved. If this is not feasible, <br /> then the applicant shall submit a report from a certified arborist acceptable <br /> to the City that indicates the trenching will not be detrimental to the health <br /> of the tree. <br /> b. No oil, gasoline, chemicals, or other harmful materials shall be deposited or <br /> disposed within the dripline of the trees or in drainage channels, swales, or <br /> areas that may lead to the dripline. <br /> c. No signs, wires, or ropes shall be attached to the trees. <br /> d. No stockpiling/storage of construction materials, fill, etc., shall take place <br /> underneath or within 5' of the dripline of the existing trees. <br /> e. No equipment or temporary structures shall be placed within or beneath the <br /> dripline of the existing trees. <br /> Failure to comply with these requirements may result in a stop-work order. <br /> 18. The project developer shall post cash, letter of credit, or other security satisfactory <br /> to the Director of Community Development in the amount of $5,000 for each tree <br /> required to be preserved, up to a maximum of$25,000. This cash bond or security <br /> shall be retained for three years following acceptance of public improvements or <br /> completion of construction, whichever is later, and shall be forfeited if the trees are <br /> destroyed or substantially damaged. <br /> P16-1384, P16-1386, P17-0155 & PUD-113, Ponderosa Homes II, INC.
