17. Public Hearing: P17-0055, Downtown Parking Strategy — Consider adopting a resolution <br /> approving the Downtown Parking Strategy and Implementation Plan <br /> Senior Planner, Shweta Bonn, presented details of the staff report addressing the previous draft <br /> of the parking plan, solicited feedback, background, details of the comprehensive parking study, <br /> steps taken by the City while the plan was being developed, the study area, <br /> community/stakeholder feedback, notable changes to the parking plan, parking garage options, <br /> update to Bicycle and Pedestrian Master Plan, a summary of public comments received, Planning <br /> Commission review and recommendations. <br /> Councilmember Olson asked for verification regarding a piece of property across Spring Street, <br /> near the Fire Station, which is an existing, empty lot that could be converted. Director of <br /> Community Development, Gerry Beaudin, reported that property is part of the transportation <br /> corridor. <br /> Councilmember Narum asked regarding on-street opportunities and Ms. Bonn reported these are <br /> intended to identify the gap between parking spaces and are non-parking uses of curb spaces. <br /> Discussion followed regarding valet and bicycle valet parking, one-way streets, using interim <br /> parking fees for the corridor and other parking opportunities. <br /> Vice Mayor Pentin stated he would like to change the Bicycle Plan to say that it shall include <br /> bicycle corrals. He spoke in support of installing bicycle corrals downtown. <br /> Discussion followed regarding bike racks versus bike corrals. <br /> Mr. Beaudin reported the City will do the pilot at the same time it is adding capacity. The goal is to <br /> fund the corridor improvement this fiscal year. Brief discussion ensued regarding enforcement of <br /> existing regulations. <br /> Vice Mayor Pentin opened the public hearing. <br /> Gene Finch spoke in support of the item noting parking has been a concern for a long time and <br /> opined additional police enforcement is needed. <br /> Angelina Summers opined that just because a neighboring city has implemented a policy, does <br /> not mean the City of Pleasanton must do it. <br /> Vice Mayor Pentin closed the public hearing. <br /> Councilmember Olson commented positively on the Parking Implementation Plan. <br /> MOTION: It was m/s by Narum/Pentin to waive full reading and adopt Resolution No. 17-925 <br /> adopting the Downtown Parking Strategy and Implementation Plan and modifying the report in <br /> terms of bicycle parking to identify and create a bicycle corral as soon as possible. <br /> Councilmember Narum stated she was much happier with the existing plan than the previous <br /> plan. <br /> Discussion followed regarding the specificity of corrals and Councilmember Narum clarified her <br /> request, noting it would not be a valet environment but it would be a monitored central place for <br /> short-term bicycle parking. <br /> City Council Minutes Page 6 of 8 April 18, 2017 <br />
