BACKGROUND <br /> Phase 1 of the I-680/Bernal Avenue interchange project installed a traffic signal at the <br /> intersection of Bernal Avenue at the 1-680 southbound ramps. This signal was <br /> completed in late 2008. <br /> Phase 2 — Stage 1 of the interchange project included the modification of both <br /> signalized intersections at the 1-680 interchange at Bernal Avenue. At the 1-680 NB on- <br /> ramp intersection, one westbound through lane was converted to a shared through/right <br /> turn lane for the northbound on-ramp to reduce vehicle queue and congestion. At the <br /> 1-680 on-ramp intersection, one westbound through lane was converted to a second <br /> westbound left turn lane to the southbound on-ramp to reduce vehicle queue and <br /> congestion. <br /> Phase 2 - Stage 2 of the interchange project, which this project constructed, installed <br /> the landscape and gateway feature elements at this interchange. The landscape and <br /> gateway monument feature elements of the project required a separate and lengthy <br /> approval process from Caltrans. As a result, the landscape and gateway portion of the <br /> project was separated from the roadway and traffic signal phase of the project. <br /> On July 21, 2015, Council awarded the contract to the lowest responsible bidder, Cleary <br /> Brothers Landscape, Inc. in the amount of $888,032.52 and authorized the Director of <br /> Community Development to approve and execute contract change orders for a <br /> contingency amount not to exceed $177,000. Council also approved the seventh <br /> Amendment to the Professional Services Agreement with BKF Engineers in the amount <br /> of $97,100 to provide design services during construction, and a task authorization to <br /> Pakpour Consulting Group to provide construction support services in the amount of <br /> $76,776. <br /> On February 16, 2016, Council approved a contract change order with Cleary Brothers <br /> Landscape in the amount of $349,687.50 to authorize the completion of additive bid <br /> item 3 that would install the irrigation system as well as the full landscape and planting <br /> design. Other minor change orders, including the balancing change order, resulted in a <br /> net of$326,706 in total change orders. <br /> DISCUSSION <br /> The authorized project funding totaled $1,589,555. The final project expenditures <br /> amount to $1,370,430 (summarized in Attachment 1) leaving a project balance of <br /> $219,125. All of the work has been completed to the City's satisfaction.
