BACKGROUND <br /> The East County Animal Shelter opened in 1995. Prior to opening the shelter, the owners <br /> circulated a request for proposal to identify an entity to operate and maintain the shelter. <br /> As a result, in 1995, the owners entered into the original MOU with the Sheriffs Office for <br /> this service. <br /> Shelter operations are monitored by the Shelter Operations Advisory Committee which <br /> consists of one representative from each of the city owners and Alameda County. The <br /> Committee meets on a quarterly basis with the staff from the Sheriff's Office responsible <br /> for shelter operations. <br /> The costs of operating the East County Animal Shelter include building maintenance, <br /> supplies, professional veterinary services, salaries and benefits. The operating costs are <br /> allocated among the cities by percentage of the live animal count coming to the shelter <br /> originating from each City. Pleasanton has been allocated 13.99 percent of the operating <br /> costs for FY 2017-18, for an approximate total amount of $227,000. The agencies also <br /> pay debt service on the building, the City of Pleasanton's share of which is included in <br /> our Capital Improvement Program. <br /> DISCUSSION <br /> The current MOU expires on June 30, 2017, and includes an option to extend the <br /> agreement term for two periods of two years upon mutual agreement of the parties. The <br /> attached agreement represents the first Amendment to extend the term of the <br /> Memorandum of Understanding for the two year period from July 1, 2017 to June 30, <br /> 2019. No other amendments to the MOU are proposed. <br /> The proposed agreement has been negotiated by the Alameda County Sheriff's Office <br /> and representatives of the Shelter Operations Advisory Committee. Concurrent with the <br /> City of Pleasanton, the Cities of Livermore and Dublin are recommending the amendment <br /> for approval.
