Your email with the subject line, <br /> "Immediate Attention for Walking Path and Neighborhood Safety"was forwarded to me for review and comment. As <br /> you know from the community meeting from about six weeks ago that was organized by City Landscape Architect <br /> Matthew Gruber,the City is currently working to convert a significant portion of the original Vineyard Avenue to a <br /> pedestrian and multi-use trail. When this occurs the original Vineyard Avenue within the project boundaries will no <br /> longer be available for use by vehicles (other than the occasional service vehicle as there are several underground <br /> utilities located within the old roadway). This trail project is long overdue as it was identified in the 1999 Vineyard <br /> Corridor Specific Plan (VCSP). However please understand the conversion of the old roadway to a trail was only a small <br /> part of the plan.The VCSP was also the document that entitled all the development that has occurred along Vineyard <br /> Avenue from Clara Lane to Machado Court, including the construction of the Chateau Estates and the two more recent <br /> developments you describe.The section of trail project between Vineyard Terrace and Machado Court has been <br /> designed and is currently out to bid. Assuming we receive responsive bids, City staff will be recommending award of the <br /> project at the City Council meeting on May 16, 2017, held in the Council Chambers at 200 Old Bernal Avenue. The <br /> meeting is scheduled to begin at 7 pm. <br /> If I understand your email correctly your concerns are more about the construction of the two new developments south <br /> of Chateau Estates, and how construction of the trail will impact the ability of vehicles to ingress/egress those <br /> developments from the signalized intersection at Pietronave Lane.There seems to be some confusion. Please know the <br /> current phase of the road conversion/trail construction project does not include the old roadway section between <br /> Vineyard Terrace and the traffic signal at Pietronave Lane, meaning vehicle traffic from these developments will still be <br /> able to use the traffic signal at Peitronave Lane. This is likely what they will do when they desire to go west on Vineyard <br /> Avenue,towards Pleasanton. <br /> In addition, when that future phase of the trail is eventually constructed between Vineyard Terrace and the back <br /> entrance to Shadow Cliffs Park,the City will analyze options so that vehicles can continue to exit at the signal at <br /> Pietronave Lane. When that future section of old Vineyard is converted to a trail,the signal will provide a safe crossing <br /> location for pedestrians and bicyclists to cross Vineyard Avenue as they continue on to Shadow Cliffs Park.Therefore it <br /> will not be removed. I apologize that confusion has caused such frustration. <br /> You are correct that that the 10 home development to the south of Chateau Estates did construct a new roadway that <br /> ties into Rolling Hills Lane.This roadway actually began with the nine home development and was called Silver Oaks <br /> Lane, or it may be more accurate to say it began with the construction of Chateau Estates and Rolling Hills Lane. The <br /> roadway within the new 10 home development is the last section of road that connects Silver Oaks Lane and Rolling Hills <br /> Lane together as conceptually planned in the VCSP. It is possible that people leaving the new developments will exit <br /> through Chateau Estates,to Thiessen,to Vineyard Avenue.This is most likely the route they will take if they intend to <br /> travel east on Vineyard Avenue towards Livermore. <br /> I understand your concerns and want to assure you that we are designing the trail to improve safety for both trail users <br /> and drivers alike. The new roadway is relatively steep, but is less than 12%grade and within City standards. All-way stop <br /> 1 <br />
