CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> May 16, 2017 <br /> Engineering <br /> TITLE: REVIEW PROPOSED PROJECT, REJECT THE BID OPENED ON APRIL 27, <br /> 2017, AND PROVIDE DIRECTION FOR FUTURE ACTION RELATED THE <br /> TO THE OLD VINEYARD AVENUE TRAIL - PHASE 1 PROJECT; CIP NO. <br /> 13544 <br /> SUMMARY <br /> The Old Vineyard Avenue trail project was originally identified in the 1999 Vineyard <br /> Avenue Corridor Specific Plan (VCSP). The VCSP indicated that after the new Vineyard <br /> Avenue was constructed in its current alignment, the old Vineyard Avenue roadway would <br /> be closed to vehicular traffic and converted to a pedestrian/bicycle and equestrian trail. <br /> Over the years the project has been delayed due to the desire to use the old roadway as <br /> an access roadway for the housing developments that are identified in the VCSP. The <br /> plans and specifications for the section of trail between Vineyard Terrace and Machado <br /> Court were finalized early this year, and advertised for construction bid on April 8, 2017. <br /> Only one bid was received in the amount of $865,530, far exceeding the Engineer's <br /> Estimate of $530,000 and project total budget of $650,000. Staff is recommending the <br /> City Council reject the bid. <br /> Additionally, during the design and bidding process many residents of the VCSP- <br /> associated developments have voiced concerns about the conversion of various sections <br /> of the old roadway into a trail. Although many community meetings have been held to <br /> discuss the project, staff has not been able to reach a consensus with the neighborhood <br /> regarding the trail. Some residents state they relied on the VCSP statement that the old <br /> roadway would be closed to vehicular traffic and converted to a trail when they decided <br /> to purchase their homes. They indicate it was stated clearly in their real estate <br /> disclosures, and the conversion is long overdue. Others residents state the old roadway <br /> provides the best access to their homes and should remain open to vehicular traffic. They <br /> state that closing the roadway would force them to drive through adjacent neighborhoods <br /> to reach the new Vineyard Avenue. They contend that these other routes cause potential <br /> safety issues. There is not adequate width to accommodate both roadway and trail uses, <br /> so both concerns cannot be satisfied. Staff recommends that City Council receive the <br /> public input and provide direction whether to proceed with the project consistent with the <br /> VCSP, or halt the project and initiate the process to modify the VCSP. <br /> RECOMMENDATION <br /> 1. Reject the bid from GradeTech, Inc. in the amount $865,530. <br /> 2. Receive public testimony and advise staff on how to proceed with future action on <br /> the trail project. <br /> FINANCIAL STATEMENT <br /> There is no fiscal impact at this time. <br />
