The Metropolitan Transportation Commission (MTC) has established an application and <br /> funding formula for the distribution of Transportation Development Act funds. <br /> Applications or claims are reviewed by Metropolitan Transportation Commission (MTC) <br /> and forwarded to the Alameda County Board of Supervisors for consideration and <br /> approval. <br /> The Alameda County Transportation Commission (Alameda CTC) has established a <br /> similar funding formula for the distribution of Measure B and Measure BB funds <br /> (dedicated sales tax) to provide special transportation for seniors and persons with <br /> disabilities. Each eligible agency must submit an application, including an eligibility <br /> statement and required Board/Council Resolution, which is reviewed by the Alameda <br /> County Transportation Commission (Alameda CTC). Funding recommendations are <br /> then forwarded to the Paratransit Advisory Planning Committee (PAPCO) for <br /> consideration, and subsequently forwarded to the Alameda County Transportation <br /> Commission's (Alameda CTC) Board of Directors for final approval. <br /> DISCUSSION <br /> The total cost of the City's Paratransit "Door-to-Door" program is $732,267. This <br /> program is funded through a combination of outside sources (48%), fares (5%) and the <br /> City's General Fund (47%) as follows: <br /> Funding Sources Amount <br /> Outside Sources: <br /> MTC —4.5 TDA State Transit Funding $ 72,092 <br /> Measure B—Alameda County 1/2 cent Transportation Tax $105,265 <br /> Measure BB —Alameda County 1/2 cent Transportation Tax $176,423 <br /> Sub-total: $353,780 <br /> Fare Box Revenue: $34,500 <br /> General Fund Contribution: $343,987 <br /> TOTAL: $732,267 <br /> Besides providing transportation services, the "Door-to-Door" program budget also <br /> includes funding for a fee assistance (scholarship) program for low income seniors and <br /> people with disabilities. In FY 2017/2018, we are proposing the implementation of two <br /> paratransit software enhancements including an automated notification system and a <br /> mobile data application. The Notification Application will give riders automated <br /> notifications of their trip status and allow riders to cancel rides in real time using their <br /> home phone or cell phone, thus decreasing ingoing/outgoing calls to/from the dispatch <br /> office, especially at the busiest office times. The Mobile Data Application will increase <br /> efficiency, safety and quality of service. With this application, drivers will have in-vehicle <br /> navigation capabilities in addition to electronic data entry options giving more accurate <br /> reporting through the elimination of manual data entry. <br /> Page 3 of 4 <br />
