BACKGROUND <br /> In the spring of 2013, the City of Pleasanton entered into a two-year contract with Cal- <br /> West for the maintenance of the City's traffic signals. The monthly maintenance cost per <br /> signal for this contract is $150 per month. After the two-year contract expired, two one- <br /> year extensions were issued at the mutual agreement of the City of Pleasanton and Cal- <br /> West. Since this current contract only allowed a maximum of two one-year extensions, <br /> staff solicited proposals for a new maintenance contract to be effective July 1, 2017. <br /> DISCUSSION <br /> The City issued a Request for Proposals (RFP) for Traffic Signal Maintenance and <br /> Emergency Repair Services in March of 2017. The City received five proposals from the <br /> following contractors: Aegis ITS, Bear Electrical Solutions, Cal-West Lighting and Signal <br /> Maintenance, Inc., Siemens Industry, Inc. and Saint Francis Electric. Cal-West <br /> submitted the lowest responsive and responsible proposal. See Attachment 1 for a <br /> detailed proposal summary. <br /> As outlined in the RFP, the proposer with the lowest responsive and responsible <br /> proposal will be awarded this signal maintenance contract. Cal-West was the lowest <br /> responsive and responsible proposer with a monthly preventative maintenance rate of <br /> $125 per month per signalized intersection and $65 per month per Beacon/In-Pavement <br /> Lights. <br /> Cal-West has maintained the traffic signals for the City of Pleasanton since 2013 and in <br /> that time has provided excellent signal maintenance services. Cal-West has also <br /> maintained traffic signals for several Bay Area agencies since 2005, and staff has <br /> verified that Cal-West has provided excellent signal maintenance services for these <br /> agencies as well. <br /> The proposed contract is a two year term, expiring on June 30, 2019, with the option of <br /> extending the contract for up to two additional one-year terms.
