Plasticity Index tests <br /> indicated that there is extremely high plasticity and expansion potential to <br /> wetting and drying cycles. <br /> Expansive soils can undergo significant volume changes in moisture content. <br /> They shrink and harden when dried, and expand and soften when wetted. To <br /> mitigate these potential impacts to acceptable levels and ensure that <br /> foundation systems are capable of tolerating or resisted potential damaging <br /> soil movements, the geotechnical report recommends several measures to <br /> be implemented into the design of foundations, irrigation and site drainage, <br /> and surface improvements; and during site preparations, including over- <br /> excavation of soils. These measures are required to be implemented, to the <br /> satisfaction of the City Engineer, as conditions of project approval. Therefore, <br /> the potential impact would be categorized as less than significant. <br /> e) No septic systems or alternative wastewater disposal systems are proposed as <br /> part of the project; therefore, it would have no impact. <br /> 5.7. Consistent with the objectives of AB 32, the City <br /> has adopted a Climate Action Plan (CAP) to outline strategies to reduce GHG <br /> emissions to 1990 levels by the year 2020. The CAP has been reviewed by the Bay <br /> Area Quality Management District and deemed a "Qualified Greenhouse Gas <br /> Reduction Strategy" in accordance with the District's CEQA guidelines. <br /> 24 <br />
