AP-10 Consultation - 91.100, 91.200(b), 91.215(1) <br /> 1. Introduction <br /> The Consolidated Plan and Action Plan is an important document for the HOME Consortium. Built on <br /> interagency coordination, consultation, and public participation, the Consolidated Plan focuses attention <br /> on housing and community development needs and resources available to meet these needs. <br /> The FY2015/19 Consolidated Plan was prepared through consultation with other public and private <br /> entities. At the countywide level,the HOME Consortium Technical Advisory Committee (TAC), <br /> composed of staff from all jurisdictions in the HOME Consortium, met bi-monthly to provide policy input <br /> into the Action Plan planning process. Additional countywide consultation efforts are discussed in detail <br /> in the Alameda County section of the Consolidated Plan is an important document for the HOME <br /> Consortium.This Action Plan implements the Consolidate Plan priorities. <br /> Funding priories are reviewed through two City commissions in addition to publication throughout the <br /> community and public hearing by City Council.The City commission review process for the application <br /> review,funding recommendation and award are summarized as follows: <br /> ® The City's Human Services Commission (HSC) is appointed by the City Council and holds public <br /> meetings monthly on the first Wednesday of the month. The HSC provides the main public forum <br /> for discussion of a range of issues related to public services in Pleasanton and the Tri-Valley <br /> region. Of specific relevance to the FY2017/18 Housing and Human Services Grants (CDBG) Program <br /> were meetings held in November 2016 (discussion of priorities for the upcoming Housing and <br /> Human Services Grant,or HHSG, process), February 2017 (discussion of the process for reviewing <br /> and evaluating applications for HHSG funding), and March and April 2017 (recommendation for <br /> HHSG funding for projects to be included in the next Action Plan). <br /> 6 The City's Housing Commission (HC) is also appointed by the City Council and holds public meetings <br /> monthly on the third Thursday of the month. The HC is similar to the HSC but focuses on housing- <br /> related projects and issues. In March 2017,the HC developed a recommendation for HHSG funding <br /> for housing-related projects and programs to be included in the next Action Plan. <br /> o The City Council serves as the highest level decision making body for all matters related to the <br /> Consolidated Plan. The Council holds public meetings twice monthly on the first and third Tuesday <br /> of the month. On May 2, 2017, City Council held a public hearing and approved recommendations <br /> for HHSG funding from the HSC and HC for projects to be included in the next Action Plan.
