MATTERS BEFORE THE COMMISSION <br /> 4. Recommendation to Allocate Housing and Human Services Grant (HHSG) Funds <br /> for Fiscal Year 2017/18 <br /> Ms. Hopkins provided information about the Housing and Human Services Grant (HHSG) <br /> program implemented by the City in 2010 and the process for allocating Grant Funds for fiscal <br /> year 2017/18 with funding be available from the Community Development Block Grant <br /> (CDBG), HOME (HOME Investment Partnership Program) federal grants and two local <br /> sources being the Lower Income Housing Fund (LIHF and General Funds allocated for human <br /> services). <br /> Commissioners were informed that a total of thirty (30) applications had been received by the <br /> January 23, 2017 deadline with a total funding request of $1,051,945. Ms. Hopkins advised <br /> that the Commission would be focusing on the allocation of CDBG and City General Funds for <br /> human services and non-housing capital projects. <br /> Ms. Hopkins advised that Attachment 1 to the Staff Report provided staffs funding allocation <br /> recommendations and including three (3) housing related projects that would be considered by <br /> the Housing Commission. <br /> It was agreed the Commission would receive presentations from several agencies they had <br /> requested present and would then allow other agencies to provide comment. <br /> The meeting was opened for agency presentations. <br /> Lynn Monica - Sunflower Hill / Capital Garden Operations Equipment and Curriculum <br /> Development and Teaching — provided information about the Sunflower Hill organization and <br /> how the program was put together to help adults with special needs and commented on the <br /> number of special needs adults in Pleasanton. Ms. Monica provided information about the <br /> garden program, the number of people working in the program, the volunteer opportunities <br /> available, interns that work in the program, and the donation of produce to local charities. She <br /> advised that the grant would allow them to hire some part-time teachers to work with the <br /> special needs adults so they could provide the service from 3.5 days to 5-days. Ms. Monica <br /> advised that grants have been submitted to three (3) local cities with the Capital grant only <br /> being submitted to Pleasanton. <br /> Commissioner Roby discussed with Ms. Hopkins information about grant reviews from other <br /> cities for these programs. <br /> Commissioner Parekh questioned Ms. Monica about the residential program and the amount <br /> of time that individuals spend in the program. <br /> Commissioners Hayes asked about the percentage of students being served in the program <br /> and about the assistance provided in helping them obtain work that relates to the garden <br /> Human Services Commission <br /> March 1, 2017 <br /> Page 2 <br />
