BACKGROUND <br />The 2014 Parks and Recreation Master Plan identified the need for two additional dog <br />parks in Pleasanton. City Staff, led by former Assistant City Manager Steven Bocian, met <br />with community members, reviewed other dog parks within the area, including the dog <br />park at Muirwood Park, and worked through the design process to address community <br />comments. The location for the dog park, close to the trailhead of the Marilyn Murphy <br />Kane Trail, was determined to be the best location for the dog park based on the open <br />area and community input. The Bernal Property Off Leash Dog Park consisted of <br />constructing an approximately 1.5 acre fenced in dog park, expanded parking lot, dog <br />drinking fountains, shade structures, seating, trees with protection fencing, trash <br />receptacles, dog waste stations, dog play equipment, and perimeter landscaping and <br />irrigation. <br />The City hired Tanaka Design Group to prepare conceptual plans, then construction <br />drawings and specifications for the park based on the community input received during <br />the public outreach process. On March 16, 2016, the project was advertised for <br />construction bid. Bids were opened on April 6, 2016. <br />On April 19, 2016, City Council awarded the contract to the lowest responsible bidder, <br />Cleary Bros. Landscape, Inc., in the amount of $545,291. Council also authorized the <br />Director of Engineering to approve change orders up to the project contingency amount <br />of $54,709. <br />DISCUSSION <br />Construction of the project is now complete. The total construction contract including <br />change orders was $596,704.01. The change order work consisted of adding temporary <br />irrigation for the landscape planting, additional seating, minor parking lot revisions, <br />additional access gates for maintenance purposes, installing a drainage system so the <br />engineered wood fiber drained more quickly, and revising the shade structure footings to <br />allow removal and replacement without damaging the concrete decking. <br />Other costs of the project included the design of the park, soils testing, <br />advertising /reproduction, dedication plaque /pedestal, weed abatement and additional <br />carpentry work done for the shade structures. The cost of the shade structure work was <br />paid by the City, but the contractor reimbursed the City the cost of $4,140. The total <br />project cost was $617,601 as detailed in Attachment One.
