Carol Vander Meulen, Master Gardner, spoke regarding outreach provided by Master Gardeners <br />in the community. She added that the offerings of the program would be an excellent fit for the <br />proposed community farm. <br />Mary Lee, reported she lives near the proposed project and expressed concerns regarding <br />parking congestion and noise and encouraged City Council to maintain the area as Open Space. <br />Vallery Twamugabo, spoke in opposition to the proposed plan and expressed concerns with <br />decreased property values, liability, safety, parking and security, due to the project. <br />Bob Brown thanked City Council and staff for continuing to support the community farm vision and <br />for considering MD Fotheringham as the developer. He spoke in support of the project and <br />addressed some of the benefits of same. <br />Mayor Thorne closed public comment. <br />Mayor Thorne confirmed the plan was included in the Master Plan that was approved by voters. <br />It was noted the Marilyn King trail will remain and the proposed building will be a small space with <br />a bathroom. The public process is now starting and there will be many opportunities for the public <br />to provide input. <br />Discussion followed regarding expanding parking at the Marilyn King Trail and installing signage <br />identifying construction. <br />Councilmember Olson commented on the need for sensitivity with the adjacent neighborhood. <br />Councilmember Narum spoke positively regarding the proposed project and saw it as an <br />opportunity to bring another amenity to the nearby park. <br />Councilmember Brown commented positively regarding the project and saw it as a major step <br />forward. She listed people /organizations with whom she met and expressed pride in moving <br />forward the project. She agreed with the need for sensitivity when dealing with the adjacent <br />neighborhood. <br />Mayor Thorne stated his support of the project. <br />MOTION: It was m/s by Narum /Olson to accept the community farm design and use concepts, <br />approve and authorize the City Manager to execute and agreement with MD Fotheringham, <br />Landscape Architects, Inc. in the amount of $69,762 to complete the Community Farm Master <br />Plan, and approve the transfer of $20,000 from the Park Dedication Fee fund to the Community <br />Farm Master Plan, CIP No. 157035. Motion passed by the following vote: <br />Ayes: Councilmembers Brown, Narum, Olson, Mayor Thorne <br />Noes: None <br />Absent: Councilmember Pentin <br />14. Consider adoption of the 2017/2018 City Council Work Plan Priorities <br />City Manager Nelson Fialho provided details of the report noting it represents all of Council's <br />comments and feedback presented at a recent workshop.
