Carol Vander Meulen, Master Gardner, spoke regarding outreach provided by Master Gardeners in the community. She added that the offerings of the program would be an excellent fit for the proposed community farm. Mary Lee, reported she lives near the proposed project and expressed concerns regarding parking congestion and noise and encouraged City Council to maintain the area as Open Space. Vallery Twamugamo, spoke in opposition to the proposed plan and expressed concerns with decreased property values, liability, safety, parking and security, due to the project. Bob Brown thanked City Council and staff for continuing to support the community farm vision and for considering MD Fotheringham as the developer. He spoke in support of the project and addressed some of the benefits of same. Mayor Thorne closed public comment. Mayor Thorne confirmed the plan was included in the Master Plan that was approved by voters. It was noted the Marilyn King trail will remain and the proposed building will be a small space with a bathroom. The public process is now starting and there will be many opportunities for the public to provide input. Discussion followed regarding expanding parking at the Marilyn King Trail and installing signage identifying construction. Councilmember Olson commented on the need for sensitivity with the adjacent neighborhood. Councilmember Narum spoke positively regarding the proposed project and saw it as an opportunity to bring another amenity to the nearby park. Councilmember Brown commented positively regarding the project and saw it as a major step forward. She listed people/organizations with whom she met and expressed pride in moving forward the project. She agreed with the need for sensitivity when dealing with the adjacent neighborhood. Mayor Thorne stated his support of the project. MOTION: It was m/s by Narum/Olson to accept the community farm design and use concepts, approve and authorize the City Manager to execute and agreement with MD Fotheringham, Landscape Architects, Inc. in the amount of $69,762 to complete the Community Farm Master Plan, and approve the transfer of $20,000 from the Park Dedication Fee fund to the Community Farm Master Plan, CIP No. 157035. Consider adoption of the 2017/2018 City Council Work Plan Priorities City Manager Nelson Fialho provided details of the report noting it represents all of Council's comments and feedback presented at a recent workshop.
