mall has 250,000 square feet of entitlement that is not yet built and that the City will reach out to <br /> them in terms of opportunities of developing additional retail uses. <br /> Councilmember Narum commented on the in-lieu fees and believed a good part of the money <br /> should be spent on improving infrastructure issues and for capital projects that will be impacted by <br /> the Vintage Village Project such as the Stanley/Bemal intersection and Fire Stations. She <br /> suggested placing the money in the Capital Improvement Fund and used for projects that help <br /> improve the infrastructure near the Vintage Village Project. <br /> Councilmember Brown expressed agreement with Councilmember Narum and commented on <br /> disadvantage students that live in the community. She noted support for placing the money in the <br /> Capital Improvement Fund and stated she would like Council and staff to consider continuing <br /> support for low-income families and transportation near Vintage Village. <br /> MOTION: It was m/s Brown/Narum by to adopt and waive full reading of Resolution No. 17-922 <br /> accepting the Midyear FY 2016/17 Operating Budget and amending the FY 2016/17 Operating <br /> Budget accordingly. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Mayor Thorne <br /> Noes: Councilmember Olson <br /> Absent: Councilmember Pentin <br /> 13. Presentation of the Bernal Property Community Farm Design and use concepts, and approve an <br /> agreement with MD Fotheringham, Landscape Architects, Inc. for preparation of a Pleasanton <br /> Community Farm Master Plan <br /> Assistant City Manager Brian Dolan displayed a PowerPoint presentation addressing Sub-areas 7 <br /> and 16 on the Bernal property, zoning designation, adjacent and surrounding properties the <br /> Bernal Property Phase II Specific Plan, Key Actions, Key Findings of Staff and Management <br /> Partners, Proposal from MD Fotheringham Landscape Architects, Inc., and recommendations. <br /> In response to Mayor Thorne's inquiry, Mr. Dolan confirmed that City Council is being asked to <br /> approve the concept, rather than the specific plan. <br /> In response to Councilmember Narum's inquiry whether MD Fotheringham was the winner of the <br /> Bernal Park competition and Mr. Dolan responded affirmatively and added they have been <br /> involved in the Specific and Master Plans. <br /> In reply to Councilmember Brown's inquiry, Mr. Dolan reported staff is open to allowing other <br /> youth organizations to use the facility. The decision is to be determined later, through the process. <br /> Mayor Thorne invited public comment. <br /> Dawn Kooyumjian, Coordinator for the U.C. Master Gardner for Alameda County, reported that <br /> the organization is interested in establishing a demonstration garden as part of the proposed <br /> community farm. She listed services provided by the organization and provided information <br /> regarding the program, including its mission. <br /> Paula Gloogovac, Master Gardner, shared details of the educational outreach services provided <br /> by Master Gardeners in the area. <br /> City Council Minutes Page 4 of 6 March 21,2017 <br />
