fencing and evergreen shrubs were not considered in the noise specifications, but it is expected they will further reduce the sound levels. The anticipated noise level at the nearest window (150-feet away) based on the recommended location is estimated at 15 dBA (quieter than a quiet rural nighttime). Staff only presented the proposed Location 2 to the Parks and Recreation Commission, but based upon comments received, is presenting to City Council all the locations that were reviewed during the design process. This pump station is an in-line system installed on the main 16-inch pipeline that passes under the Arroyo Mocho and enters the park adjacent to Harvey Court. Installation of the system requires the 16-inch pipeline to be extended to the station, then back to point of connection, in effect "looping" the piping through the pump station and back. Therefore, the primary cost difference when choosing a location is the installation of 16-inch diameter pipelines and the access path. The cost per foot of two 16-inch pipelines and access path is estimated to be approximately $650 per linear foot. Using this estimated cost, the top four locations and the associated impacts are discussed below. Staff recommends Location 2 - Hard Ball C, to minimize the impacts to the surrounding neighborhood. This location is directly opposite Harvey Court, and just a few feet south of the park driveway access. Location 1 would have minimum hydraulic impacts and be the least expensive.
