BACKGROUND <br /> On October 21, 2003, the City Council adopted Ordinance No. 1899 approving PUD-31, <br /> an application for a comprehensive master Planned Unit Development to establish <br /> development standards and design guidelines for all lots less than six acres in size that <br /> are located in the PUD-Semi-Rural Density Residential-Zoned Sub-Area of the Happy <br /> Valley Specific Plan. <br /> On September 24, 2015, the Staff Review Board approved an application by Tim and <br /> Cathy Swain, on behalf of the owner Robert O. Wentworth, for Vesting Tentative Parcel <br /> Map 10390 to subdivide the subject property into three parcels: one parcel for the <br /> existing home and one parcel for the each of the two new single family homes. <br /> All subdivision improvements have been constructed and the public improvements are <br /> ready for acceptance. <br /> DISCUSSION <br /> Construction of Subdivision Improvements <br /> The subdivision agreement provided for the construction of improvements that <br /> consisted of a public water main, a public fire hydrant and three public water laterals to <br /> serve parcels 1 to 3 as required per section 14.04.050 of the Municipal Code. <br /> Additionally, a private road, a private storm drain system, private sanitary sewer laterals, <br /> and related private improvements were constructed to serve the three parcels. <br /> Public Subdivision Improvements <br /> The water main, a fire hydrant, and the three water laterals connected to the water main <br /> within the private road and terminating at the three water meter boxes will be operated <br /> and maintained by the City. <br /> Private Subdivision Improvements <br /> The private street (Sleepy Head Lane), the road labeled as "Private Road" on the <br /> improvement plans, the three sanitary sewer laterals, and the storm drain system are <br /> private and will be operated and maintained by the three parcel owners pursuant to the <br /> Road and Easement Maintenance Agreement for Parcel Map 10390 that was recorded <br /> at the Alameda County Recorder's Office. <br /> Staff has inspected the work and finds that all public improvements have been <br /> constructed in compliance with the subdivision agreement and are ready for <br /> acceptance. <br /> Page 2 of 3 <br />
