FIRSTCARBON Proposal <br /> SOLUTIONS <br /> o Scenario 9: Far-Term (Cumulative) Project Conditions with Bypass Road—Traffic volumes from <br /> Scenario 7 plus changes from development of the Project. This scenario would consider <br /> construction of the bypass road and potential traffic shifts associated with the new roadway. <br /> Mitigation measures will be identified for impacts that exceed the thresholds established in the <br /> significance criteria.The project's proportionate share of identified intersection and roadway <br /> improvements will be calculated. <br /> Site Plan Review <br /> Fehr&Peers will review the project site plan to ensure safe and efficient circulation of vehicles, bicycles <br /> and pedestrians.We will review the project site plan in terms of: <br /> o Site access and interface with roadway network <br /> o Emergency vehicle access and circulation <br /> o Vehicular circulation within and adjacent to the site <br /> o Pedestrian access and circulation within and adjacent to the site <br /> O Bicycle access and circulation within and adjacent to the site <br /> o Consistency with policies in the Trails Master Plan <br /> Congestion Management Agency Assessment <br /> A separate analysis of regional roadways is recommended to comply with requirements of the Alameda <br /> CTC.The Alameda CTC requires the analysis of project impacts to Metropolitan Transportation System <br /> (MTS) roadways for development projects that would generate more than 100 PM peak hour trips.The <br /> project is not expected to generate more than 100 PM peak hour trips and this analysis is not expected <br /> to be necessary. <br /> Vehicle Miles of Travel <br /> Fehr&Peers will use the City of Pleasanton and Alameda CTC model to assess vehicle miles of travel <br /> (VMT)for the proposed project,with and without the Bypass Road.This analysis will be conducted using <br /> guidance from the state Office of Planning and Research (OPR)as of the time the analysis is completed. <br /> Based on current guidance,the following would be prepared: <br /> o Baseline Regionals VMT estimates <br /> o Baseline No Project VMT estimates <br /> O Baseline With Project VMT estimates <br /> O Cumulative No Project VMT estimates <br /> O Cumulative With Project VMT estimates <br /> We will discuss with the project team the definition of"regional"for this task,as it could be interpreted as the entire Bay Area,or Tri-Valley <br /> Only. <br /> NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA 14 <br /> FIRSTCARBONSOLUTIONS.COM <br />
