BACKGROUND <br /> Happy Valley is located in the southern part of Pleasanton. It includes both incorporated <br /> and incorporated land. The Happy Valley Specific Plan (HVSP), which was adopted by <br /> the City Council in 1998, included the preparation and certification of a Final <br /> Environmental Impact report (FEIR) which evaluated and addressed the environmental <br /> effects related to traffic, utilities, land use changes, wildlife habitat, and other issues. <br /> In October 2015, TLC filed an application for the construction of 39-single-family <br /> detached homes on the approximately 154-acre Spotorno property located at 1000 <br /> Minnie Drive. After internal discussion, staff believes that preparing a Subsequent EIR <br /> (using information from HVSP, updated to reflect the current conditions) is the <br /> appropriate document to meet CEQA requirements. The Subsequent EIR would address <br /> areas of concern including conformance to the General Plan and HVSP, air quality and <br /> greenhouse gas emissions, biological resources, cultural resources, noise, traffic and <br /> visual impacts. Staff has also determined that due to the magnitude of effort involved in <br /> preparing a Subsequent EIR, professional services assistance would be needed. <br /> The Planning Division sent a Request for Proposals (RFP) to three consulting firms: <br /> FirstCarbon Solutions, Kimbley-Horn & Associates Inc. and Geier & Geier Consulting, <br /> Inc. Only FCS submitted a proposal (Attachment 1 - Exhibit A). <br /> DISCUSSION <br /> FCS specializes in environmental planning, regulatory compliance, air quality and <br /> greenhouse gas analysis, noise analysis, natural resource management and biological <br /> services, cultural resources management and archaeological services, and sustainability <br /> planning. It has provided contract environmental services for hundreds of public <br /> agencies, including the City of Pleasanton. FCS prepared Addenda to the City of <br /> Pleasanton Housing Element and Climate Action Plan General Plan Amendment <br /> Supplemental EIR for several residential developments in recent years. After careful <br /> review of the submitted proposal, staff does not believe it is necessary to re-circulate the <br /> RFP for the following reasons: <br /> • FCS has successfully completed similar tiered environmental review documents <br /> for the City of Pleasanton and other agencies; <br /> • FCS has substantial experience preparing environmental review documents in <br /> the City and is familiar with the community and its environmental review <br /> concerns; <br /> • The proposal would allow for the use of previously-prepared environmental <br /> documents, resulting in more efficient analysis; <br /> • The proposal focuses on the issues of most interest to the community, includes <br /> visual simulations to assist readers in understanding the aesthetic implications of <br /> the project, and best meets CEQA requirements; and <br /> • The proposal includes Fehr & Peers (transportation) and Environmental Vision <br /> (simulations and aesthetics) as sub-consultants. Both firms have familiarity with <br /> the City and with the Happy Valley area in particular. <br /> Page 2 of 3 <br />
