F I RSTCA R B O N Proposal <br /> SOLUT1O \ S <br /> Deliverables <br /> o One(1)electronic version of the Administrative Draft NOP to the City of Pleasanton <br /> o One(1)electronic version of the final NOP to the City of Pleasanton <br /> o Fifteen (15) hard copies and the Notice of Completion to the State Clearinghouse <br /> Task 3: Technical Studies <br /> Task 3.A: Air Quality/Greenhouse Gas Emissions Analysis <br /> The air quality and greenhouse gas (GHG) analysis will include an evaluation of short-term (construction) <br /> and long-term (operation) impacts.The analysis will follow guidance from the Bay Area Air Quality <br /> Management District(BAAQMD) including, but not limited to their CEQA Air Quality Guidelines and <br /> personal communications with the air district. The AQ/GHG analysis will be incorporated into the EIR <br /> directly,with the associated model outputs, assumptions, and calculations provided in the appendices of <br /> the EIR.The analysis will be performed in accordance with the CEQA guidelines and applicable <br /> thresholds of significance from BAAQMD or other applicable regulatory agencies.The analysis requires <br /> the following tasks. <br /> Compile Background Air Quality and Climate Change Information <br /> The air quality background information will include a description of air pollutants,the factors that <br /> influence air quality within the region, existing air quality conditions,and the regulatory environment for <br /> air quality.The analysis will briefly describe the health impacts of the various air pollutants.The <br /> applicable General Plan policies with respect to air quality will be included as a list. <br /> The GHG background information will include a description of greenhouse gases,a brief discussion of <br /> the current state of the science, existing GHG emissions inventories applicable to the project, and the <br /> regulatory environment surrounding climate change and potential impacts of climate change. The <br /> applicable General Plan policies with respect to GHGs will be included as a list.The City of Pleasanton's <br /> Climate Action Plan will be discussed including adopted emission reduction targets(i.e., 15% below 2005 <br /> levels by 2020)and applicable emission reductions strategies and measures. <br /> Estimate Air Pollutant and Greenhouse Gas Emissions <br /> Construction and operation of the project would generate air pollutants and GHG emissions. <br /> Air pollutant emissions associated with construction and operation will be estimated using the most <br /> current version of the California Emissions Estimator Model(CalEEMod),which at the time of this writing <br /> is Version 2016.3.1. Emissions of the following air quality pollutants will be estimated: reactive organic <br /> gases (ROGs),oxides of nitrogen (NOX), particulate matter with aerodynamic diameter less than 10 <br /> microns (PM10), and particulate matter with aerodynamic diameter less than 2.5 microns (PM2.5)• <br /> Construction equipment and vehicles used during project construction would emit air pollutant and GHG <br /> emissions as a result of fossil fuel combustion.
