Page 4 <br /> • A meeting facility to accommodate 150 to 200 individuals with meeting space for <br /> concurrent gatherings,bathrooms and optional kitchen space. <br /> • Separate livestock and small animal barn/living areas for each breed of animal housed <br /> on the property. This space would be designed to accommodate the approximate animal <br /> counts: <br /> • Steer/dairy cows(10 to 15 animals) <br /> • Swine(50 to 60 animals) <br /> • Sheep (20 to 30 animals) <br /> • Meat goats/dairy goats(40 to 50 animals) <br /> • The proposed program includes capacity for 142 animals housed in 78 pens. <br /> • An agricultural space to include gardening,canning, and larger projects reflecting the <br /> history of the Tri-Valley including hops,viticulture,walnut trees,fruit trees,etc. <br /> • A dedicated area for outdoor activities such as community member BBQs/picnics, <br /> archery and other informal lawn games. <br /> • Parking for approximately 100 vehicles. <br /> These elements are included in the Abbie 4-H Draft Master Plan's Site Plans for Sub-area 7 <br /> (meeting facility and livestock barn) and Sub-area 16(agriculture). <br /> In addition to the above,the Abbie 4-H Draft Master Plan also includes information about <br /> circulation and parking,grading and drainage,utility demand,planning and design, animal <br /> care,Specific Plan and Environmental Impact Report conformance.It identifies next steps <br /> including architectural design,site improvements, fundraising and need for a project financial <br /> and phasing plan. <br /> Note, the Abbie 4-H Draft Master Plan has not yet had any public review with the City Council, <br /> commissions, staff, or the public. In addition, the Abbie 4-H Draft Master Plan does not address <br /> ongoing City or project operating/programming costs,opportunities for cost recovery through <br /> fees,leases or other sources, including fundraising, or detailed information regarding <br /> operational structure. Finally,while the Abbie 4-H Draft Master Plan does not include a <br /> development cost estimate, the architect provided a preliminary construction cost projection of <br /> approximately$12 million based on 2014 construction costs. <br /> While neither Management Partners' staff nor City staff provided a detailed analysis of the <br /> Abbie 4-H Draft Master Plan, overall, it seems to provide a significant and thorough initial step <br /> toward developing a final master plan document.However, feedback from the City and <br /> community is required and may result in minor or significant programming and use changes, <br /> including matters related to architecture,proximity of the animals to the roadway (Valley <br /> Avenue and Laguna Creek Lane), the number of barn animal pens and number of animals, and <br /> property management.The drafters of the Abbie 4-H Draft Master Plan are aware of these <br /> issues and welcome participation in the process. <br />
