Practicing sustainable agriculture based upon <br /> natural processes allows for "hands on"lessons in the natural sciences and ecology. <br /> The Specific Plan defines"community vegetable garden" as: <br /> Community vegetable gardens are most commonly used by apartment and condominium <br /> residents who may not have sufficient land area of their own to grow vegetables.A small <br /> area of agricultural land could be allocated for use as community garden plots. <br /> Preparation of Initial Draft Pleasanton Community Farm Master Plan <br /> After determining that Sub-areas 7 and 16 are suitable for a community farm as outlined in the <br /> Specific Plan,we reviewed planning work completed to date. Initial planning efforts included <br /> review of material and discussion as part of the City Council formed 18-member Bernal <br /> Property Task Force,which identified a community farm as a potential public use for the Bernal <br /> Property. As mentioned above,this use was included in the Specific Plan approved by <br /> Pleasanton voters as Measure P on November 7,2006. Following this approval, the Abbie 4-H <br /> Club continued to promote the community farm concept and on July 1,2012, the City entered <br /> into a Community Grant Recipient Agreement with Abbie 4-H in the amount of$24,463 to <br /> provide funding for it to secure architectural services to prepare a conceptual community farm <br /> master plan which could be used to better inform the City Council and the community of its <br /> vision for a community farm. <br /> In response to this funding,MD Fotheringham Landscape Architects was retained through <br /> Abbie 4-H to prepare a draft community farm master plan for the Abbie 4-H Club. An initial <br /> version,which includes design concepts and findings,was presented to staff in mid-2014.An <br /> overview of the plan was presented by Abbie 4-H to the City Council as part of the 2015-16 City <br /> Council Work Plan Priorities process.Based on City Council support, the City's 2015-16 Capital <br /> Improvement Plan included funding to prepare a final Community Farm Master Plan. The City <br /> retained Management Partners to assist with the Master Plan process in August of 2016. <br /> Summary of Initial Draft Pleasanton Community Farm Master Plan <br /> The MD Fotheringham initial Draft Pleasanton Community Farm Master Plan(Draft Abbie 4-H <br /> Master Plan)prepared for the Abbie 4-H Club is based on a program vision including,in part: <br /> • Creating a site where local 4-H and Future Farmers of America(FFA)members can <br /> breed and raise large farm animals including steer, swine, goats,and sheep; <br /> • Obtaining land for horticultural to expand Pleasanton's Community Garden program; <br /> • Constructing a facility for youth organization meetings and activities; <br /> • Creating unique educational and developmental opportunities for community youth <br /> members. <br /> Based on this vision,the Abbie 4-H Draft Master Plan evaluates existing uses and identifies <br /> program elements including the following: <br />
