BACKGROUND <br /> The Bernal Property Phase II Specific Plan approved by the voters on November 7, 2006, <br /> (Specific Plan) includes a land use plan that separates the property into 17 distinct Sub- <br /> areas. During the Bernal planning process, there was interest from the community to <br /> include portions of the property for community farming and agriculture and in recognition <br /> of this interest and in recognition of the potential community benefit, the adopted Specific <br /> Plan includes Sub-area 7 (4.2 acres) and Sub-area 16 (7.8 acres) that could be used for <br /> these purposes. The specific language for these two Sub-areas is as follows: <br /> . Sub-area 7 designation —Agricultural club, agriculture, community vegetable garden, <br /> open space, passive recreation facilities, public utilities, trails. <br /> . Sub-area 16 designation — Agriculture (crops only), community vegetable garden, <br /> open space, passive recreation, public utilities, trails <br /> Figure 1 Sub-Area Land Use Plan of the Specific Plan is included as Attachment B the <br /> Management Partners Report that is included as Attachment 2 to this report. The graphic <br /> below shows the site location on the Bernal Property. <br /> Sub-areas 7 and 16 on the Bernal Property <br /> ti r <br /> "1.7 mmA is <br /> • <br /> Following approval of the Specific Plan, the local Abbie 4-H took the lead in continuing to <br /> promote the community farm concept and on July 1, 2012, the City approved a <br /> Community Grant Recipient Agreement with Abbie 4-H in the amount of$24,463 for Abbie <br /> 4-H to secure architectural services to prepare a conceptual community farm master plan. <br /> In response to this funding, MD Fotheringham Landscape Architects was retained through <br /> Abbie 4-H to prepare a draft community farm master plan with the goal of better informing <br /> the City Council and public of the community farm concept on the two Sub-areas. (The <br /> City Council may recall that MD Fotheringham was the primary architect for developing <br /> the Phase II Bernal Property Specific Plan.) An initial conceptual version, which includes <br /> design concepts and findings, was presented to staff in mid-2014 and an overview of the <br /> plan was presented by Abbie 4-H to the City Council as part of the 2015 City Council <br /> Work Plan Priorities process.
