THE CITY OF <br /> r--N1 - 1 3 <br /> ° CITY COUNCIL AGENDA REPORT <br /> pLEASANTONs <br /> March 21, 2017 <br /> City Manager <br /> TITLE: PRESENTATION OF BERNAL PROPERTY COMMUNITY FARM DESIGN <br /> AND USE CONCEPTS AND APPROVAL OF AN AGREEMENT WITH MD <br /> FOTHERINGHAM, LANDSCAPE ARCHITECTS, INC. FOR PREPARATION <br /> OF A PLEASANTON COMMUNITY FARM MASTER PLAN FOR THE <br /> BERNAL PROPERTY <br /> SUMMARY <br /> The FY 2015-16 Capital Improvement Program includes $100,000 to fund the preparation <br /> of a Bernal Property Community Farm Master Plan (Master Plan) on Sub-areas 7 and 16 <br /> of the Bernal Property. The City contracted with Management Partners to assist with <br /> coordinating the overall master plan process. Management Partners and staff have been <br /> meeting with the local Abbie 4-H club and Michael Fotheringham of MD Fotheringham <br /> Landscape Architects, Inc., (MD Fotheringham) to review a Draft Pleasanton Community <br /> Farm Master Plan prepared by MD Fotheringham in 2014 for the Abbie 4-H club (Abbie <br /> 4-H Draft Master Plan) and to explore the advantages and disadvantages of drafting a <br /> new Master Plan or amending the Abbie 4-H Draft Master Plan. The outcome of this <br /> process is an understanding that amending the current Abbie 4-H Draft Master Plan is <br /> the most cost effective and timely way to meet City needs and as such, MD Fotheringham, <br /> has submitted a proposal to prepare the Community Farm Master Plan. This report <br /> provides a summary of the Master Plan process to date, presents general concepts for <br /> the community farm, (including one without livestock), reviews the proposed work to be <br /> completed by MD Fotheringham and recommends approval on an agreement with MD <br /> Fotheringham for this work. <br /> RECOMMENDATION <br /> 1. Authorize the community farm design and use concepts as detailed in this report. <br /> 2. Approve the attached Professional Services Agreement with MD Fotheringham <br /> Landscape Architects, Inc. (Attachment 1) in the amount of$69,762 for completion of <br /> the Community Farm Master Plan. <br /> 3. Approve a transfer of $20,000 from the Park Dedication Fee fund to the Community <br /> Farm Master Plan (CIP 157035) for completion of the Community Farm Master Plan <br /> and a $10, 238 project contingency. <br /> FINANCIAL STATEMENT <br /> The 2015-16 Capital Improvement Plan Project Number 157035 includes $100,000 to <br /> fund a master plan process for a community farm and as such, the recommended <br /> Professional Services Agreement with Michael Fotheringham, an existing agreement with <br /> Management Partners for$40,000 and a contingency of$10,238 will be funded from this <br /> project, as recommended above. <br />
