BACKGROUND <br /> On June 7, 2016, Council awarded the contract to the lowest responsible bidder, Ghilotti <br /> Construction Company, Inc. in the amount of $856,483.05. The project was the final <br /> phase of three phases of improvements to Bernal Avenue near the 1-680 interchange. <br /> Phase 1, the Bernal Avenue Interchange Traffic Signal Installation at the 1-680 <br /> southbound ramps project, was completed in 2008. <br /> Phase 2 consisted of two stages. Stage 1 was a modification of both signalized <br /> intersections at the Bernal Avenue and 1-680 interchange. Stage 1 was completed in May <br /> 2015. Stage 2, the installation of the landscape and gateway feature elements at the <br /> Bernal Avenue and 1-680 interchange was accepted in February 2017. <br /> Phase 3, included resurfacing Bernal Avenue between Foothill Road and Valley Avenue <br /> to keep the street in a serviceable, safe and smooth riding condition for vehicular traffic. <br /> DISCUSSION <br /> As part of this project, approximately 255,000 square feet of Bernal Avenue was <br /> resurfaced with a new layer of hot mix asphalt. Additionally, 24,000 square feet of <br /> distressed pavement was repaired and three curb ramps were replaced to meet the <br /> Americans with Disabilities Act (ADA) requirements. The existing bridge deck and <br /> expansion joints at Arroyo De Laguna were also resealed with a waterproof membrane <br /> and specialty expansion joint sealant. The irregular roadway section at the intersection <br /> of Bernal Avenue and Valley Avenue was re-profiled and regraded to provide better riding <br /> quality and drainage. This intersection improvement included the replacement of 600 <br /> linear feet of concrete median curb and modification of the existing storm drain inlet. <br /> The project has been completed to the City's satisfaction and is ready for City Council <br /> acceptance. <br /> Budget <br /> The final construction contract cost including contract change orders was $831,363.30. <br /> A net decrease of ($25,119.75) as the resulted of a decrease in contract line item <br /> quantities such as asphalt concrete, leveling, and pavement repair area as compared to <br /> the engineer's estimate of quantities. <br /> The final project funding and expenditures are summarized in Attachment 1 to this report, <br /> indicating total project expenditures of $885,324.
