BACKGROUND The 2017 Curb & Gutter Removal/Replacement project, CIP No. 16509, consists of removing and replacing 33 pedestrian ramps, removing and replacing approximately 6,000 square feet of sidewalk, and removing and replacing approximately 1,800 linear feet of curb and gutter. The locations are coordinated with the upcoming annual street resurfacing programs (see Attachment 1 for project locations). In addition, this project includes improvement work on behalf of East Bay Regional Park District at the intersection of Foothill Road with Jerlin Place related to the Castleridge Trailhead project; and bicycle/pedestrian improvements at the intersection of Bernal Avenue/Stanley BoulevardNalley Avenue identified in the Bicycle Pedestrian Master Plan. The pedestrian ramp, sidewalk, and curb and gutter work that will be performed as part of this project includes work that was originally budgeted for in three separate projects; 2017 Curb and Gutter Removal and Replacement project, CIP No. 16509, the Annual Sidewalk and Intersection Ramp Installation project, CIP No. 16505, and the Annual Sidewalk Maintenance project, CIP No. 16512. The improvement work at the intersection of Foothill Road and Jerlin Place is being facilitated by the City on behalf of the East Bay Regional Park District, which shall reimburse the City for the lump sum cost of$40,000 once construction is completed. The bicycle/pedestrian improvement work at the intersection of Bernal/StanleyNalley is the near term work for the intersection identified in the Bicycle Pedestrian Master Plan that was recently completed. The work will provide a protected bike lane for the eastbound approach, utilizing a landscaped island parallel to the bike lane separating bicyclists from traffic lanes. The northbound approach will be delineated using a painted buffer zone with traffic delineators. In the westbound direction, delineators will be installed. Finally, the southbound bike lane approach will be moved to the sidewalk area by installing a bike ramp approximately 40 feet away from the intersection. Attachment 4 shows the work graphically. DISCUSSION Bids The engineer's estimate for the project is $700,000. Sealed bids were opened on February 28, 2017. Three bids were received that ranged from $711,092.50 to $903,725 (see Attachment 2). The lowest responsible bid was received from Empire Engineering & Construction, Inc. of San Francisco, California in the amount of $711,092.50, which is approximately 1.5% higher than the engineer's estimate. All other bid documents were found to be in order and past work performed by Empire Engineering & Construction, Inc. was verified to be satisfactory. Staff recommends award of the construction contract to Empire Engineering & Construction, Inc. Budget The total cost of $839,543, includes expenditures to date, the low bid amount, a 10% contingency, and funds necessary for survey staking during construction.
