BACKGROUND <br /> The 2017 Curb & Gutter Removal/Replacement project, CIP No. 16509, consists of <br /> removing and replacing 33 pedestrian ramps, removing and replacing approximately <br /> 6,000 square feet of sidewalk, and removing and replacing approximately 1,800 linear <br /> feet of curb and gutter. The locations are coordinated with the upcoming annual street <br /> resurfacing programs (see Attachment 1 for project locations). In addition, this project <br /> includes improvement work on behalf of East Bay Regional Park District at the <br /> intersection of Foothill Road with Jerlin Place related to the Castleridge Trailhead project; <br /> and bicycle/pedestrian improvements at the intersection of Bernal Avenue/Stanley <br /> BoulevardNalley Avenue identified in the Bicycle Pedestrian Master Plan. <br /> The pedestrian ramp, sidewalk, and curb and gutter work that will be performed as part <br /> of this project includes work that was originally budgeted for in three separate projects; <br /> 2017 Curb and Gutter Removal and Replacement project, CIP No. 16509, the Annual <br /> Sidewalk and Intersection Ramp Installation project, CIP No. 16505, and the Annual <br /> Sidewalk Maintenance project, CIP No. 16512. <br /> The improvement work at the intersection of Foothill Road and Jerlin Place is being <br /> facilitated by the City on behalf of the East Bay Regional Park District, which shall <br /> reimburse the City for the lump sum cost of$40,000 once construction is completed. <br /> The bicycle/pedestrian improvement work at the intersection of Bernal/StanleyNalley is <br /> the near term work for the intersection identified in the Bicycle Pedestrian Master Plan <br /> that was recently completed. The work will provide a protected bike lane for the <br /> eastbound approach, utilizing a landscaped island parallel to the bike lane separating <br /> bicyclists from traffic lanes. The northbound approach will be delineated using a painted <br /> buffer zone with traffic delineators. In the westbound direction, delineators will be <br /> installed. Finally, the southbound bike lane approach will be moved to the sidewalk area <br /> by installing a bike ramp approximately 40 feet away from the intersection. Attachment 4 <br /> shows the work graphically. <br /> DISCUSSION <br /> Bids <br /> The engineer's estimate for the project is $700,000. Sealed bids were opened on <br /> February 28, 2017. Three bids were received that ranged from $711,092.50 to $903,725 <br /> (see Attachment 2). The lowest responsible bid was received from Empire Engineering <br /> & Construction, Inc. of San Francisco, California in the amount of $711,092.50, which is <br /> approximately 1.5% higher than the engineer's estimate. All other bid documents were <br /> found to be in order and past work performed by Empire Engineering & Construction, Inc. <br /> was verified to be satisfactory. Staff recommends award of the construction contract to <br /> Empire Engineering & Construction, Inc. <br /> Budget <br /> The total cost of $839,543, includes expenditures to date, the low bid amount, a 10% <br /> contingency, and funds necessary for survey staking during construction.
