46. Mitigation Measure 4.G-5 (c): Prior to the issuance of a grading permit or building <br /> permit, whichever is sooner, the project Applicant shall submit verification from the FAA, or <br /> other verification to the satisfaction of the City Engineer or Chief Building Official, of <br /> compliance with the FAA Part 77 (Form 7460 review) review for construction on the project <br /> site. <br /> 47. Mitigation Measure 4.J-1: The applicant shall implement the following construction best <br /> management practices to reduce construction noise, including: <br /> a. Locate stationary construction equipment as far from adjacent occupied buildings as <br /> possible. <br /> b. Select routes for movement of construction-related vehicles and equipment so that <br /> noise-sensitive areas, including residences, and outdoor recreation areas, are <br /> avoided as much as possible. Include these routes in materials submitted to the <br /> City of Pleasanton for approval prior to the issuance of building permits. <br /> c. All site improvements and construction activities shall be limited to the hours of <br /> 8:00 a.m. to 5:00 p.m., Monday through Saturday. In addition, no construction shall <br /> be allowed on State and Federal holidays. If complaints are received regarding the <br /> Saturday construction hours, the Community Development Director may modify or <br /> revoke the Saturday construction hours. The Community Development Director <br /> may allow earlier "start-times" for specific construction activities (e.g., concrete <br /> foundation/floor pouring), if it can be demonstrated to the satisfaction of the <br /> Community Development Director that the construction and construction traffic noise <br /> will not affect nearby residents. <br /> d. All construction equipment must meet California Department of Motor Vehicles <br /> (DMV) noise standards and shall be equipped with muffling devices. <br /> e. Designate a noise disturbance coordinator who will be responsible for responding to <br /> complaints about noise during construction. The telephone number of the noise <br /> disturbance coordinator shall be conspicuously posted at the construction site and <br /> shall be provided to the City of Pleasanton. Copies of the construction schedule <br /> shall also be posted at nearby noise-sensitive areas. <br /> 48. Mitigation Measure 4.J-2: Prior to issuance of a building or grading permit, the developer <br /> shall provide a vibration study prepared by a qualified vibration consultant acceptable to <br /> the Director of Community Development which estimates vibration levels at neighboring <br /> sensitive uses. If the applicable vibration level limits established in Table 4.J-4 of the <br /> Supplemental Environmental Impact Report for the "City of Pleasanton Housing Element <br /> and Climate Action Plan General Plan Amendment and Rezonings" are exceeded, <br /> mitigation shall be required to reduce vibration levels so they do not exceed the applicable <br /> limits, subject the satisfaction of the Director of Community Development. <br /> 49. Mitigation Measure 4.J-6c: The developer shall include noise disclosures and noise <br /> complaint procedures for new residents at the project site. The requirement shall include <br /> a) a disclosure of potential noise sources in the project vicinity; b) establish procedures and <br /> a contact phone number for a site manager the residents can call to address any noise <br /> complaints. <br /> PUD-110, Irby Ranch City Council <br /> Page 10 of 32 <br />
