Framework Agreement (7) Development Agreement; (8) Affordable Housing <br /> Agreement; and (9) Growth Management Agreement <br /> Community Development Director Gerry Beaudin presented details of the staff report and noted <br /> that growth, development and change occur best with ample community involvement. He <br /> addressed location, surrounding properties and uses, existing conditions, project proposal, <br /> applications and approvals for the City Council to consider, background, Planning Commission <br /> conditions, General Plan designation, zoning designation, proposed designations, architecture, <br /> visual simulations, parking, tree preservation and removal, open space and access, open space <br /> and parks, preservation of existing structures, Nevada Street/Intersection improvements and <br /> traffic alternatives. <br /> In response to Mayor Thorne's question regarding whether bus transportation has been <br /> discussed, Mr. Beaudin reported there are two bus stops currently, on Stanley and approximate <br /> to the project. He added the project has a revised condition of approval asking the project <br /> developer to work with the City and LATVA, on the possibility of relocating one of the bus stops <br /> to ensure that the area is being well-serviced. <br /> In reply to Councilmember Brown's inquiry regarding the number of trips, Mr. Beaudin reported <br /> that number includes employees, shuttles and visitors and stated those numbers should come <br /> down as details of the Sunflower Hill project are reviewed. <br /> Mr. Beaudin continued with the presentation addressing the Development Agreement and <br /> Affordable Housing Agreement, the City's Growth Management Agreement and unit allocations, <br /> Framework Agreement, details of the Sunflower Hill project, the Exclusive Negotiating Rights <br /> Agreement (ENRA), Environmental Review, alternatives for the City Council to consider, public <br /> comments and revised conditions of approval, and recommendations. <br /> Mayor Thorne opened the public hearing. <br /> Mike Serpa, developer, thanked the City and various commissions and agencies for their help <br /> on the project and addressed community input, City and community benefits, disbursement of <br /> space, buyer profile summary and project vetting. He urged the City Council to give them the <br /> opportunity to proceed with the project. <br /> Councilmember Brown noted last minute changes to the conditions of approval regarding bus <br /> transportation and asked whether there is an issue with that. Mr. Serpa stated he has no issues. <br /> Additionally, Councilmember Brown suggested using the family names of local land owners for <br /> streets or parks to memorialize their contributions to the City. Mr. Serpa stated they usually <br /> have such requests but have received none relative to this project. Councilmember Brown <br /> complimented the developer for working with the Zia House and commented on the importance <br /> of having it and water towers be part of the development. <br /> Mayor Thorne asked regarding the height of the three-story houses and Mr. Beaudin reported <br /> two-story homes in the Gateway project are about 35 feet high and three-story homes are 45 <br /> feet high. In this project, two-story homes will be 27 feet high and 35 feet high for the three-story <br /> homes. Massing will also be broken up and the homes will have a smaller footprint. <br /> Eileen Ng, Supervisor Nate Miley's Office, reported Supervisor Miley respectfully requests the <br /> City's support of the project noting the need for affordable housing in the area and especially for <br /> special-needs residents. She reported a copy of the Supervisor's letter of support has been sent <br /> to City Council, via email. <br /> City Council Minutes Page 3 of 9 February 7,2017 <br />
