Public Comment <br /> Julie Testa addressed council about Zone 7 rates. <br /> Vin Pohray spoke regarding Zone 7 water rates noting rate payer money could have been used <br /> to replenish depleted reserves but was used to increase compensation. He asked City Council <br /> to repeal rates back to 2014 levels and prevent opportunistic use of taxpayer money. <br /> Linda Kelly referenced a recent Zone 7 meeting, reported the meeting was held early thereby <br /> not allowing working residents to attend, that the agency accepted silence, as approval and <br /> asked that City Council and staff speak up on residents' behalf. <br /> Mayor Thorne noted Zone 7 is a special district who's board is elected.by Pleasanton residents. <br /> Councilmembers Narum and Brown are the City's liaisons to the agency, and they are doing <br /> their best to represent residents at Zone 7 meetings. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 12. Irby Ranch - 3988 First Street, 3878 Stanley Boulevard, and 3780 Stanley Boulevard <br /> (a) Public Hearing: PUD-110, P15-0245, P15-0246, P15-0405, P15-0406 and Vesting <br /> Tentative Map 8245, Irby Ranch LLC — Consider applications for the following: (1) <br /> General Plan Amendment; (2) Specific Plan Amendment; (3) Rezoning; (4) Planned <br /> Unit Development (PUD) Development Plan to construct 87 single-family homes and <br /> an affordable residential community for individuals with special needs as well as the <br /> extension of Nevada Street with associated Addendum to the Housing Element and <br /> Climate Action Plan General Plan Amendment and Rezonings Supplemental <br /> Environmental Impact Report (SEIR) and findings; (5) Vesting Tentative Map; (6) <br /> City Council Minutes Page 2 of 9 February 7,2017 <br />
