BACKGROUND <br /> The City of Pleasanton in conjunction with Hacienda (Business Park) began working on <br /> a Hacienda Transit Oriented Development (TOD) Standards and Design Guidelines in <br /> 2010. This work was initiated in part to address the settlement agreement with Urban <br /> Habitat and the Attorney General's office. In that settlement agreement the City was <br /> required to develop the design standards and guidelines and apply them to at least <br /> three properties in Hacienda near the East Dublin Pleasanton Bart Station. The three <br /> sites were to incorporate certain core state requirements as part of the city's settlement <br /> agreement, which included among other things, a minimum density of 30 units per acre <br /> and that at least 15 percent of the housing units be affordable. <br /> To guide and complete the Hacienda Transit Oriented Development Standards & <br /> Guidelines (Hacienda TOD Standards & Guidelines), the City Council appointed a <br /> 21 member task force. There were two Planning Commissioners and two City Council <br /> members on the Task Force. The task force met 15 times between June of 2010 and <br /> early 2011. <br /> In addition to the minimum residential density and affordable housing requirements, the <br /> Hacienda TOD Standards & Design Guidelines contained direction on key topics, i.e., <br /> use (live/work and retail requirements), density, height, architectural features, <br /> landscaping and street character. <br /> Owens Drive Narrowing <br /> The issue of the narrowing of Owens Drive was discussed at several Task Force <br /> meetings and more than one alternative for accomplishing the narrowing was <br /> considered. The issue was also discussed at a joint workshop of the Planning <br /> Commission and the City Council on December 16, 2010 (Attachment 1), and at the <br /> Planning Commission public hearing on the Hacienda TOD Standards and Guidelines <br /> on January 26, 2011 (Attachment 2). The Hacienda Transit Oriented Development <br /> Standards and Guidelines (Attachment 3) were adopted by the City Council on March 1, <br /> 2011. <br /> The Owens Drive modifications were also discussed at a joint workshop on the PUDs <br /> for the subsequent BRE projects on February 8, 2012 (Attachment 4) and at the <br /> Planning Commission public hearing on March 14, 2012 (Attachment 5). The Planning <br /> Commission recommendation on the projects which included the design as eventually <br /> constructed was approved by City Council on April 17, 2012. <br /> Other Standards and Guidelines Components <br /> In addition to minimum residential density and affordable housing requirements, the <br /> Hacienda TOD Standards & Design Guidelines contained direction on key topics, i.e., <br /> use (live/work and retail requirements), density, height, architectural features, <br /> landscaping and street character. <br /> Page 2 of 9 <br />
